Department Recommendation:
Approve changes to terms and conditions of employment for the City Manager and authorize the Mayor to sign an amendment to the City Manager Employment Agreement effective the pay period including July 1, 2024, reflecting a 6% salary increase and experience pay of 8% commensurate with 28 years of full-time City service.

Background Discussion:
Leslie Caviglia was appointed City Manager on September 4, 2021 and entered into an Employment Agreement at that time. Per Section 3A of the Employment Agreement, the City may from time-to-time adjust the City Manager's salary during the term of the agreement. Historically, Council has authorized comparable compensation and benefit changes for the City Manager as it has for the unrepresented department head bargaining group.

Recently Council authorized a 6% base wage increase for the unrepresented department head group, and experience pay for miscellaneous department head employees based on number of years of City/government service with 2% at each of the following milestones: 5 years, 10 years, 15 years and 20 years. City Manager Leslie Caviglia has over 28 years of experience with the City of Visalia.

Consistent with the terms and conditions Council recently approved for the department head bargaining group, it is recommended that Council approve a 6% wage increase and 8% experience pay for the City Manager effective the pay period that includes July 1, 2024.


Fiscal Impact:
Wage increase of $14,050 (from $234,159 to $248,209 annually) and $19,857 experience pay.
