Department Recommendation:
Review and consider the appointments of individuals to the various boards and committees that have Council representatives appointed to them.

Summary:
The majority of the positions remain the same. Since the Council Members have remained consistent, it makes the most sense to use their knowledge and expertise to best represent the City with the various organizations. The changes that are being recommended:

1. Council of Cities is an on-call meeting - The group does not have any on-going issues to address so it has changed from an every-two month meeting to an on-call meeting.

2. Elimination of the Regional Conservation Investment Strategy Steering Committee - This body has completed their work and a representative is no longer needed.

3. Add Nick Bartsch, Public Works Director as an alternate to the Mid-Kaweah Groundwater Sustainability Agency - The previous alternate was Rhett Anderson who has left the City. Nick now oversees the City's water related matters and it makes sense to have him as a second alternate to the two Council Members on the Agency Board.

4. Add Devon Jones, Economic Development Manager, as the alternate to the Visalia Economic Development Council and the Tulare County Economic Development Corporation - The City Manager has been the alternate, but Devon is intimately involved in this area and with these two organizations, and attends the meetings regularly. It is appropriate to have him serve as the alternate.
