Department Recommendation: Staff recommends that City Council authorize the City Manager to award a 5-year sole source contract with Landia, Inc. to provide services to repair and, when necessary, replace submersible recycle pumps and mixers at the Visalia Water Reclamation Facility in an amount not to exceed $134,000 per year and $670,000 over the life of the contract.

Summary:
The Visalia Water Reclamation Facility uses submersible recycle pumps and mixers in the aeration basins to support biological nutrient removal and reduce nitrogen in the wastewater. The aeration basins contain 4 recycle pumps and 12 mixers, and staff typically maintains 2 spare recycle pumps and 4 spare mixers to minimize downtime when equipment requires repair. Landia, Inc. is the sole provider of parts and repair services for this equipment. Approval of the proposed 5-year sole source contract will allow staff to obtain timely repairs and replacements, as needed, while maintaining critical process reliability.
