Department Recommendation:
Staff recommends that the City Council authorize the City Manager and City Clerk to sign the SB 125 Program Cooperative Agreement between the City and the Tulare County Association of Governments (TCAG) to receive SB125 State Transit funding to fund the Visalia Transit microtransit pilot program within the city of Visalia.

Background Discussion:
Visalia Transit is currently partnering on many regional projects both within and outside Tulare County. An estimated $56 million in SB 125 State Transit funding has been allocated to TCAG to provide funding to the Transit agencies within Tulare County, including the Cities of Porterville and Visalia and the Tulare County Regional Transit Agency, supporting many projects including new transfer station development in Farmersville and Lindsay, electric vehicle charging infrastructure in Tulare and Visalia, maintenance facility improvements in the County and Porterville, replacing Fixed Route zero emission buses (ZEBs) in Visalia, and the development and operation of a microtransit pilot across the three (3) Transit agencies. Representatives for TCAG and the three (3) Transit agencies are meeting at least weekly to review timelines, progress and the grant funds for the project.
