Department Recommendation:
Staff recommends City Council authorize an application to the Environmental Enhancement and Mitigation (EEM) Program 2022 Grant Cycle for landscaping of the Caldwell Avenue Improvement Project from Akers Street to Shady Street and adopt Resolution 2022-34.

Background Discussion:
The California Natural Resources Agency is administering the Environmental Enhancement and Mitigation (EEM) Grant Program and accepting proposals from April 8th, 2022 through June 3rd, 2022. This program, as provided by California Streets and Highways Code Section 164.56 (Article XIX, Section 1, of the State Constitution), authorizes the legislature to allocate up to $7 million each fiscal year from the Highway Users Tax Account (Motor Vehicle Revenues, Section 2100).

EEM projects must contribute to mitigation of the environmental effects of transportation facilities. The California Natural Resources Agency (Agency) prescribes procedures and criteria to evaluate grant project proposals and submits a list of projects recommended for funding to the California Transportation Commission (CTC). The CTC awards grants to projects from Agency's list.

Eligible EEM projects must fit one of the following categories:

A. Urban Forestry - projects designed to offset vehicular emissions of carbon dioxide.
