Department Recommendation:
It is recommended that the City Council approve the tentative agreements with City Bargaining Group A and authorize the City Manager to execute the associated Memorandum of Understanding

Background Discussion:
In April, City staff began negotiating a successor Memorandum of Understanding (MOU) with the Police Managers and Supervisors Association (City of Visalia Bargaining Group A) whose current MOU expires on June 30, 2024. Parameters were provided by City Council in accordance with the City's financial outlook in an effort to maintain a sustainable budget, while at the same time acknowledging the efforts of its employees. Consistent with those parameters, the City reached tentative agreement with Bargaining Group A. Group A subsequently held a ratification vote and approved the tentative agreement containing the following provisions:
1. 3-year term
2. Salary increases of 6% in 2024, 4% in 2025, and 2% with an additional 2% (4% total) in 2026 if sales tax milestones are met.
3. Longevity pay of 2.5% at 5, 10, 15 and 20 years of all full time service with the City of Visalia. Prior full-time law enforcement officer experience to be considered in determining longevity date.
4. Modify specialty pay compensation to 2% of base wages per qualified assignment. Maximum number of paid assignments are 2 for Police Sergeants and 1 for Police Lieutenants.
5. Add Defensive Tactics and Peer Support to list of qualified specialty assignments.
6. Modify Traffic Bureau assignment premium pay to 2% of base pay plus 2% for maintenance.
