Department Recommendation:  Staff recommends that the City Council authorize the filing of a notice of completion for the Stonebrook Street culvert in Packwood Creek.

 

Summary:

This project included the construction of a double box culvert in Packwood Creek, upstream and downstream erosion control measures, and a headwall to support the existing storm drain pump station located at the site. In addition to these improvements, the project included the installation of sidewalk, concrete barrier, and handrails atop the box culvert to facilitate the future, development-driven roadway crossing. 

 

Background Discussion:

In November of 2022, the City Council authorized the City Manager to award the professional design services contract for the design of this project. The project was advertised for construction in August of 2025 and subsequently presented to City Council for approval to have the City Manager award the associated construction contract.

 

Construction began in October of 2025, with completion anticipated in January of 2026. Due to unforeseen weather conditions and flood release deliveries through Packwood Creek, the project underwent multiple delays and setbacks, resulting in 100% completion in April of 2026.

 

Change Orders:

The final cost of the construction contract including change orders is $1,239,164.47. Three change orders were processed totaling $35,886.47. Below is a summary of the contract changes:

Errors & Omissions (E&O):

During construction, a discrepancy was identified between the approved contract plans and the governing Caltrans Standard Plan for box culvert reinforcement. The Caltrans Standard Plan required larger reinforcing bars at closer spacing resulting in additional reinforcing steel.

 

Utility Conflict (UT):

Field conditions revealed that the existing 12-inch discharge pipe at the stormwater pump station was at a lower elevation than shown in the contract plans, preventing installation of the headwall as designed. The Contractor was directed to extend the pipe and route it through the headwall to accommodate the actual field conditions and maintain the intended discharge function.

 

Balance of Quantities (BQ):

This change order adjusts the contract amount to reflect final as-constructed quantities. The credit results from reductions in the number of construction notification signs installed and the total square footage of concrete lining placed within the creek bed.

 

Unforeseen (UN):

To prevent damage to the box culvert from a scheduled water release into Packwood Creek by the Tulare Irrigation District, city staff directed the Contractor to accelerate construction of the box culvert wingwalls ahead of the anticipated flow. This change order compensates the Contractor for overtime and double-time labor premiums incurred to complete the work on an accelerated schedule and protect completed improvements and earthwork.

 

Fiscal Impact:

The Stonebrook Street culvert crossing improvements at Packwood Creek are funded through the Transportation Impact Fund (241). See below the project funding breakdown.

The remaining balance shown in the above table is from the Transportation Impact Fund (241) and will be returned to the fund.

 

Prior Council Action:

November 16, 2020 - The City Council authorized the City Manager to award a professional design services contract with Lars Andersen and Associates, Inc., for the design of the Stonebrook Street Culvert at Packwood Creek Project in the amount of $119,230.05.

 

January 16, 2024 - The City Council adopted Resolution No. 2024-01 adopting the Initial Study and Mitigated Negative Declaration, which found that the proposed project would have no significant environmental impacts with the identified mitigation measures applied to the project under the California Environmental Quality Act (CEQA) (ref: State Clearinghouse No. 2022020164).

 

September 15, 2025 - The City Council authorized the City Manager to award a construction contract to Synergy Construction & Development Corp. for the Stonebrook Street Culvert at Packwood Creek Project, in the amount of $1,203,278, and authorized an appropriation of $690,000 from the Transportation Impact Fund (241).
