Department Recommendation: Staff recommends that City Council authorize the City Manager to execute an agreement between the City of Visalia and Visalia Unified School District for the purpose of providing an after-school club for the students of Crowley Elementary School at the city operated Manuel F. Hernandez Community Center.
Summary:
City and Visalia Unified School District (VUSD) staff are seeking a one-year service agreement for an after-school club program for the students of Crowley Elementary school. Crowley students will have the opportunity to sign-up for the after-school club program hosted at the Manuel F. Hernandez Community Center through VUSD ELO-P services. VUSD will contract with City for 40 Crowley students per session to attend the City’s existing after-school program, for a total of $40,498.14 paid to the City for the 2026-2027 school year.
Background Discussion:
In 2021, VUSD became a recipient of funding through the California Department of Education's Expanded Learning Opportunities Program (ELO-P), established through California Assembly Bill (AB) 130. The program provides funding for before-school, after-school, and intersession opportunities for transitional kindergarten through sixth-grade students, supporting their academic, social, emotional, and physical development through engaging, hands-on learning experiences. VUSD utilizes these funds to partner with community organizations that can provide high-quality enrichment opportunities for students.
The City’s Recreation Division has offered a free after-school and intersession program at the Manuel F. Hernandez Community Center, commonly known as “The Manuel,” for youth ages 5-17 since the late 1980s. Due to the close proximity of Crowley Elementary School to the community center, Recreation staff have long provided a supervised walking program between the school and The Manuel, serving an average of 40 first- through sixth-grade students. The Recreation division will continue to provide its existing free after-school and intersession programming at The Manuel to all eligible youth, including students from schools throughout the community. Through funding provided by VUSD’s ELO-P, the City will enhance services for participating Crowley Elementary students by expanding the supervised walking program and offering additional STEAM-based enrichment activities. This partnership supplements the City’s existing programming and does not change the availability of The Manuel’s programs for non-Crowley students.
This proposed agreement will be the second contract between the City of Visalia and VUSD to support after-school programming for Crowley Elementary School students at The Manuel. The 2025-2026 school year marked the first year of the ELO-P partnership between the City and VUSD. Building on the City’s existing Recreation programming at The Manuel, the partnership strengthened collaboration between the City, VUSD, and Crowley Elementary School while fostering stronger connections with the surrounding neighborhood. By creating a seamless extension of the school day for participating students, the partnership expanded access to quality enrichment opportunities through coordinated supervision, the existing walking program, and STEAM-based activities. The success of the first year demonstrated the value of leveraging the City’s established Recreation services with VUSD ELO-P funding to support the educational, recreational, and developmental needs of Crowley Elementary students.
Fiscal Impact including annual maintenance and operating costs: The cost to manage the 2026-2027 program and revenues of $40,498 is included in the recently adopted budget.
Prior Council Action: Council authorized a one year contract for the same program and services for the 2025-2026 school year on July 21, 2025.
Alternatives: Do not approve the Service Agreement and direct City staff to resume operation of The Manuel after-school program as it existed prior to the ELO-P partnership, providing open-access after-school enrichment programming separate from Crowley Elementary School's after-school services.
