Staff recommends City Council:

1.                     Authorize the City Manager to award the construction contract for RFB 24-25-16, Caldwell Avenue Widening Project from Santa Fe Street to Lovers Lane to Avison Construction, Inc. in the amount of $14,741,768.00, and

2.                     Authorize the City Manager to execute an agreement with Vanir Construction Management, Inc. to provide the construction management services for the Caldwell Avenue Widening Project from Santa Fe Street to Lovers Lane in the amount of $480,090.00.

 

 

Background Discussion:

This is a roadway widening project for Caldwell Avenue from Santa Fe Street to Lovers Lane (Rd. 140) which will widen Caldwell Avenue from 2-lanes to 4-lanes with a raised center median, median landscaping, curb, gutter, storm drain system, sanitary sewer main extension, sidewalk, and a joint use pathway.  The County of Tulare also has a project for Caldwell Avenue (Ave. 280) from Lovers Lane to S. Virginia Avenue widening from 2-lanes to 4-lanes.  The widening of Caldwell Avenue (Ave. 280) within the City of Visalia and the County of Tulare is part of a regional corridor enhancement project from Highway 99 to the City of Exeter to ease congestion along this corridor. 

 

 

Award of Construction Contract:

RFB 24-25-16 was advertised beginning October 2, 2024.  Bids were opened on October 31, 2024, with the submitted bid amounts listed from lowest to highest.

Avison Construction, Inc. submitted the apparent low bid of $14,741,768.00.  City staff has reviewed the bid documents and found them to be complete and acceptable.  As part of the review process, the references provided by Avison Construction, Inc. have been verified.  The responses from each reference were favorable and demonstrated that Avison Construction, Inc. can perform the work for this project. 

 

Construction Management (CM) Services.

In order to obtain construction support services to continue to successfully and timely deliver the construction of various Capital Improvement Project (CIPs), the Purchasing Division issued a request for Proposals (RFP 20-21-18) to retain up to three (3) qualified consulting firms to provide Construction Management (CM)/Resident Engineering (RE) services on an on-call basis.  The City reviewed seven (7) proposals in response to the solicitation.  A selection committee reviewed and ranked each proposal to develop a short-list of 3 firms.  Those three (3) firms then presented to an interview panel early in December 2020. The interview panel ranked each team and selected NV5, Inc., 4Creeks, Inc., and Vanir Construction Management, Inc., as the highest ranked consultants.   This on-call list is valid for five (5) years and is renewed annually.  This list will need to be re-established by the end of 2025.

 

Vanir Construction Management, Inc. was selected for the construction management services because the other two construction management firms were recently awarded the construction management services for other City of Visalia projects or the construction management firm was also the design engineering firm for this particular project. 

 

The construction management services include an overall constructability review, public outreach, general construction management and coordination services, and project closeout services.  The duration for the construction services is estimated to be 14 months.

 

The project construction documents require the contractor to maintain a single lane of travel in both the eastbound and westbound directions along Caldwell Avenue throughout construction.  Vanir Construction Management Inc. will be managing public outreach and working with the contractor to minimize traffic impacts during construction to ensure the safety of the motoring public.

 

Although not anticipated, if during construction it is determined that a closure is necessary, appropriate public notification will be coordinated with the contractor and the construction management firm to efficiently notify the public and establish traffic detours accordingly.

 

Fiscal Impact:

The funding for this construction contract and the construction management services are accounted for within the overall project budget.  The details of the project budget and the estimated project expenses are shown in the table below.  The estimated project expenses take into account the environmental processes, various permitting fees, design costs, right of way, construction management, construction testing and inspection, construction surveying and staff time.

There are sufficient project funds available, therefore no appropriation of funds is required at this stage of the project.  The surplus of funding is due to the actual construction bid being lower than the engineer’s construction estimate by approximately $1,300,000 and anticipated savings in other related construction costs.  This money will remain with the project due to the size and complexity of the project.

 

Prior Council Action:
October 7, 2024:  City Council accepted an update on the real property negotiations for the properties needed for the Caldwell Avenue Widening from Santa Fe Street to Lovers Lane Project (CP8268). 

June 3, 2024:  City Council authorized the City Manager to execute a cooperative agreement for reimbursement with the County of Tulare for the installation of a sewer main in Avenue 280 (Caldwell Avenue) from Lovers Lane (Rd. 140) to Rd. 144 and the appropriation of $535,000 from the Wastewater Trunkline Fund (231). 

April 1, 2024:
                      City Council accepted an update on the real property negotiations for the properties needed for the Caldwell Avenue Widening from Santa Fe Street to Lovers Lane Project (CP8268). 

December 18, 2023:  City Council accepted an update on the real property negotiations for the properties need for the Caldwell Avenue Widening form Santa Fe Street to Lovers Lane Project (CP8268). 

September 18, 2023:  City Council accepted an update on the real property negotiations for properties needed for the Caldwell Avenue Widening from Santa Fe Street to Lover Lane Project (CP8268)  

August 7, 2023:  City Council adopted a Resolution of Necessity to acquire property and temporary construction easements for portions of eight separate properties along Caldwell Avenue between Santa Fe Street and Lovers Lane for the purpose of widening Caldwell Avenue (CP8268).

September 21, 2020:  Council authorized approval of Amendment Number 2 with 4 Creeks Inc. in the amount of $489,755.00 bringing the contract from $768,000.00 to $1,257,755.00 for additional services related to the Caldwell Avenue Widening from Santa Fe to Lovers Lane (CP8268) 

April 20, 2020:  Council authorized amending the Measure R Supplemental Agreement for the Caldwell Avenue Widening from Santa Fe to Lovers Lane (CP8268) due to increase in the scope of work. 

May 2, 2016:  Council authorized a contract with 4 Creeks Engineering Co. for RFP 15-16-49 to prepare Plans, Specifications, and Estimate for the Caldwell Avenue Widening from Santa Fe to Lovers Lane.   

November 21, 2022:  Council, in closed session, approved property appraisals and authorized City staff and consultant to purchase properties with authority to pay up to twenty percent above appraised value.

Reject all bids and potentially forfeit $3,844,000 of Senate Bill1 - Local Partnership Program funding for the construction of this project.
