Department Recommendation:
Staff recommends that the City Council authorize the purchase and installation of 17 security cameras at the City Corporation Yard from NTM Productions in the amount of $84,530.75 using CMAS Contract 3-26-01-1007, and appropriate a total of $92,990 from the General Fund, Wastewater Fund, and Solid Waste Fund.
Summary:
The three existing security cameras at the Corporation Yard are failing and no longer provide reliable security coverage. Due to these equipment failures and a recent increase in theft, replacement cameras are necessary to adequately protect the numerous City-owned assets located within the Corporation Yard.
NTM Productions has provided a proposal for the purchase and installation of a new security camera system using CMAS Contract 3-26-01-1007, in the amount of $84,530.75.
Background Discussion:
In recent months, the Corporation Yard has experienced an increase in theft. The three existing security cameras have begun to fail and are no longer providing reliable coverage. The Visalia Police Department (VPD) temporarily deployed cameras on-site to help safeguard City-owned equipment.
City staff consulted with the Information Services (IS) Department to assess the condition of the current camera system. IS determined that the existing equipment cannot be repaired and recommended a complete replacement. To address this need, IS obtained a proposal from NTM Productions for the installation of a new comprehensive security camera system throughout the Corporation Yard, utilizing existing infrastructure. As part of the evaluation, staff also confirmed that the project qualifies as a Department of Industrial Relations (DIR) public works project. NTM Productions is fully registered with DIR, and the work complies with all prevailing wage, contractor eligibility, and reporting requirements mandated under state law.
To allocate project costs appropriately, staff distributed expenses based on the number of cameras assigned to each benefiting operating division within the Corporation Yard; with the General/Entrance cameras being split proportionally by division. This resulted in a funding breakdown of costs allocated by Division, and associated parent funds:
