Department Recommendation:
Staff recommends the City Council authorize the City Manager to award a purchase order using the Sourcewell Purchasing Partnership from Lawrence Tractor, of Visalia, CA, for an amount not to exceed of $134,438.00.
Background Discussion:
At the December 16, 2024, City of Visalia Council Meeting, City Council approved the consolidation of services from contracted work to City provided services, which included the purchase of a new John Deere 5130 tractor. This vehicle will be used by the new trail staff for the maintenance of the City’s trail system, East Side Regional Park recharge basins, and the Parks Division’s green waste removal from the Corporation Yard.
Staff reached out to Lawrence Tractor, of Visalia, CA, for a price quote on a new John Deere 5130 tractor with loader attachment that met all the department’s specifications. Lawrence Tractor provided a price estimate using Sourcewell, which allows the City to participate in an already existing purchasing contract that was competitively bid on and offers a significant reduction ($35,022.89) in the unit price. The cost for the new John Deere 5130 tractor with loader attachment Compact will be $134,438.00.
This equipment will also provide flexibility for future maintenance needs by adding implements that could be used for grading fields, brush clean up, and discing park owned properties. Staff will also be able to perform weed control within the large parcels of land at the East Side Regional Park by tilling the soil annually, saving an additional $3,000.
Fiscal Impact:
The City Council approved the appropriation of $175,000.00 in CIP VH0342 for the purchase of a tractor and flail for the newly created Trail Maintenance Division. The total cost for the purchase of the tractor received is $134,437.46 within the budgeted amount.
