Department Recommendation:

Staff requests the City Council authorize the City Manager to execute a Cooperative Agreement for Reimbursement with the County of Tulare for the installation of a sewer main in Avenue 280 (Caldwell Avenue) from Lovers Lane (Rd. 140) to the Road 144 alignment and the appropriation of $535,000 from the Wastewater Trunkline Fund (231).

Background Discussion:

The City of Visalia has a roadway widening project for Caldwell Avenue from Santa Fe Street to Lovers Lane (Rd. 140) which will widen Caldwell Avenue from 2-lanes to 4-lanes with a raised center median, curb, gutter, sidewalk, and a joint use pathway.  The County of Tulare also has a project for Caldwell Avenue (Ave. 280) from Lovers Lane to S. Virginia Avenue in Farmersville.  The widening of Caldwell Avenue (Ave. 280) within the City of Visalia and the County of Tulare is part of a regional corridor enhancement project from Highway 99 to the City of Exeter to ease congestion along this corridor.

The City of Visalia’s improvements of Caldwell Avenue from Santa Fe Street to Lovers Lane included the extension of the City’s storm drain and sanitary sewer systems within the City’s project limits.  The County of Tulare will be widening Ave 280 (Caldwell Avenue) from 2-lane to 4-lanes of travel.

The land located north of Ave. 280 and one-half mile east of Lovers Lane (Rd. 140) is currently within the Urban Development Boundary Tier 2 so it could be developed into residential, parks, and some commercial regional uses.  Therefore, the City of Visalia and the County of Tulare are working together to install a sanitary sewer main within Ave. 280 (Caldwell Avenue) as part of the County of Tulare’s Ave. 280 Widening project.  The sanitary sewer main is identified within the City of Visalia Sanitary Sewer Master Plan.  The installation of the sanitary sewer main with the County’s project will facilitate the installation as part of the roadway reconstruction and not cutting into a newly constructed roadway with the development of the land within the City of Visalia’s Urban Development Boundary Tier 2.  No connections will be made with this installation to the adjacent properties until permitted development occurs in the Urban Development Boundary -Tier 2.  Main lines will be stubbed and plugged to serve future development north of Caldwell Avenue so the new roadway section will not need to be damaged to make future connections.  These main lines will be installed at the ¼ mile and ½ mile locations in accordance with City policy for the alignment of the future roadways.

The Agreement for Reimbursement provides the terms which the City of Visalia and the County of Tulare are to cooperate for the design and installation of the sanitary sewer main.  The agreement provides an estimate for the design and construction costs to be reimbursed by the City for the sanitary sewer main of approximately 2,680 feet in length, however the City shall reimburse the County for the actual cost of design and construction.  The final payment will be based on the actual cost of design and construction.  The agreement also provides the final City approval of the plans, approval of any necessary changes or adjustments, and for the inspection of the sewer infrastructure by City personnel.

The following is an estimate of the design and construction cost for the installation of the sanitary sewer main in Caldwell Avenue/Ave. 280 from Lovers Lane (Rd. 140) to the Road 144 alignment.

Alternatives:
