Department Recommendation:  Staff recommends that Council approve the purchase of two (2) solid waste commercial delivery trucks from Ray Gaskin Service in the amount no tto exceed $226,770.14 and appropriate an additional $118,270.14 from the Solid Waste Enterprise Fund.

 

Summary:

The City of Visalia Solid Waste Commercial Division provides weekly solid waste service on commercial routes within the City limits.  This includes servicing approximately 7,500 bins, with some bins being serviced multiple times per week.  The City’s Solid Waste Commercial Division’s front-load fleet takes care of the service of these bins on a day-to-day basis, but the Solid Waste Maintenance Division is responsible for daily deliveries, removals and repairs necessary to maintain the equipment in the field and in the Corporation Yard.  This activity requires a delivery and maintenance truck outfitted for this type of activity.  The purchase being requested is to replace the two 2008 commercial delivery and maintenance trucks that are eligible for replacement in accordance with the City’s replacement schedule.

 

Background Discussion:

The Solid Waste Maintenance Division performs deliveries, removals, and all maintenance of residential cans and commercial bins throughout the City.  Most of the work is done through customer (external) and driver (internal) work orders and completed within a week of receipt.  Each of the residential and commercial sides of the Maintenance Division have two trucks to perform deliveries and removals throughout the City daily, and along with toolboxes, one of the commercial delivery trucks is outfitted with a welder to make repairs in the field.

 

One of the two recommended commercial maintenance trucks (Unit# 255907) is budgeted to be replaced in the current FY25-26.  The second truck (Unit# 255906) was originally planned for replacement in FY26-27, but due to large repairs needed that exceeded the value of the truck, this truck was recently disposed of. Staff is therefore requesting for both trucks to be purchased now, at the same time and requesting additional appropriation to do so.

 

Fiscal Impact including annual maintenance and operating costs: Public Works staff acquired three (3) quotes with equivalent equipment to satisfy the requirements of a bin and maintenance delivery truck.  The bids obtained were as follows (price per truck):

 

Ray Gaskin Service - $111,385.07

Jim Manning Dodge - $113,577.64

Future Ford - $119,592.97

 

Staff recommends that Council approve the lowest bidder, Ray Gaskin Service.                                                                                                                                                                             Staff can also attest to past good standing with previous truck builds and equipment from Ray Gaskin Service.

 

In addition to the truck purchase, the existing on-board welding generator and equipment will be moved to one of the trucks, as only one truck is needed to be outfitted with capability to weld in the field.  Additional accessories, such as a mig-welding pack, wire feeder wand and a tool box will be added to the truck as well.  The total estimated accessory additions are $4,000.00.

 

The budget and appropriation needed for both trucks are as follows:

 

If any proceeds are received for the disposition of the current maintenance and delivery trucks, the funds will be returned to the Solid Waste Enterprise Fund.

 

Prior Council Action: Council has approved previous equipment maintenance truck purchases.  Residential equipment maintenance truck was approved for purchase on 6/17/2024.

 

Alternatives: To not approve the purchase of two Solid Waste Commercial Maintenance Division trucks in the amount of $226,770.14.  This is not recommended as a replacement is needed for the current active truck and the other truck has already been disposed of.
