Department Recommendation:
It is recommended that the City Council appoint candidate Isaiah Farias, as recommended by the City Council sub-committee, to fill the vacant position on the Parks and Recreation Commission.
Background Discussion:
Pursuant to Article VII of the Visalia City Charter, the Council, may provide for appointment of the Parks and Recreation Commission five members to serve without compensation, and to act in an advisory capacity to the Council and City Manager in all matters pertaining to parks, playgrounds, and recreation facilities.
In accordance with the City Charter, the Parks and Recreation Commission is comprised of five voting members. Pursuant to the Visalia Municipal Code 2.12.010 vacancies from any cause on the Parks and Recreation Commission shall be filled by City Council.

- Edgardo Monroy - resigned on August 8, 2024
Evaluation and Recommendation from Council sub-committee:
Upon notice in August 2024 of the vacancy for the Parks and Recreation Commission seat the Council directed staff for a recruitment to be conducted. The recruitment was advertised on August 26, 2024, and ended on September 12, 2024.
Three applicants were received and reviewed by the City Council sub-committee, Vice Mayor Brett Taylor and Councilmember Steve Nelson. Candidate Isiah Farias was selected to be recommend to the City Council for appointment.
The recommended candidate to the Parks and Recreation Commission from the Council sub-committee:
- Isiah Farias, who resides in the Northeast quadrant, demonstrated a passion for Parks and Recreation programming. He is a long-time resident of Visalia and a volunteer youth sports coach. Mr. Farias is a US Veteran and has a Bachelor of Arts Degree in Accounting.
