Department Recommendation: Staff recommends that the City Council adopt the second reading of Ordinance No. 2026-07 for Annexation No. 2025-04.
Summary:
On July 20, 2026, the City Council held a public hearing for:
• General Plan Amendment No. 2025-04: A request by D.R. to reconfigure the land uses on the subject property and amends the Circulation Element to realign the “K” Avenue Collector alignment to follow the Sunnyside Avenue alignment between Lovers Lane and Road 148.
• First Reading of Ordinance No. 2026-07 to adopt Annexation No. 2025-04: A request by DR Horton to prezone the subject property to R-1, R-M-2, R-M-3, and QP, which shall become operative upon the effective date of Annexation No. 2025-04.
No persons spoke in opposition at the City Council meeting, and Council voted (5-0) to conduct the first reading of Ordinance No. 2026-07, along with approving the other entitlements heard at that meeting.
The second reading of the Ordinance is the final action the City Council takes in order for prezoning action of Annexation No. 2025-04 to take effect. Following the second reading and Council adoption, the ordinance will go into effect 30 days following adoption of the second reading.
Background Discussion:
This proposal allows for the Clements Ranch subdivision, approved by City Council on July 20, 2026, to meet one of its conditions of approval. Prezoning the site to be consistent with the General Plan is a required condition prior to annexation the subject property into City limits.
Fiscal Impact including annual maintenance and operating costs: Approving the prezoning does not, by itself, result in a direct fiscal impact to the City. Should the prezoning be approved, future development would be subject to applicable impact fees, assessments, and ongoing municipal service obligations.
Prior Council Action:
On July 20, 2026, the City Council voted (5-0) to conduct the first reading of Ordinance No. 2026-07 for Annexation No. 2025-04.
Planning Commission Review and Action:
The Planning Commission conducted a public hearing on June 8, 2026, to consider General Plan Amendment No. 2025-04 and Annexation No. 2025-04. The Planning Commission recommended that City Council approve these items.

Environmental Assessment Status: An Initial Study and Mitigated Negative Declaration were prepared for the proposed project. This environmental review was prepared for the proposed General Plan Amendment and Change of Zone only and does not consider any environmental impacts regarding any future development, as such development would also be subject to separate environmental review under the California Environmental Quality Act (CEQA) once details of the development are known. The City Council adopted the Initial Study / Negative Declaration together with the adoption of the General Plan Amendment and first reading of the prezoning action.
CEQA Review: No further environmental action is required.
