Staff recommends Council authorize the City Manager to execute a contract with Griffin Structures, Inc., for construction management services for Fire Station 51 in the amount of $889,000.
Background Discussion:
The City’s Consultant Selection Committee was tasked with selecting the most qualified consultant to provide construction management (CM) services for the construction of Fire Station 51 (FS 51). The selection committee was comprised of an interdepartmental team of employees from the Fire Department and the Engineering & Building Department. The selection committee followed the evaluation process as stated in the City’s Request for Proposal 23-24-25 (RFP). The City received proposals from the following four (4) consultants:
Griffin Structures Irvine, CA
Vanir Fresno, CA
Klassen Corporation Bakersfield CA
Cumming Group Los Angeles, CA
The committee carefully reviewed and rated all written proposals in accordance with grading criteria contained in the advertised RFP. The committee then invited the top two proposal teams (Griffin and Vanir) to participate in in-person interviews. Members of the selection committee agreed that Griffin demonstrated the highest level of expertise in the critical areas listed in the RFP. The City’s consultant selection committee is recommending Griffin as the most qualified proposer to provide construction management services for FS 51. The committee’s recommendation is based upon a careful evaluation of Griffin’s written proposal, in-person interview, and the team’s depth of directly related experience. Specifically, the Griffin team’s recent experience includes fire stations in Buena Park, Carlsbad, Cathedral City, Eastvale, and Manhattan Beach, to name a few. Griffin has also successfully provided CM services for the Visalia Emergency Communications Center and is currently the CM consultant for Phase 2 of the Civic Center project. Griffin has provided an extensive list of additional references for public works projects and has experience working directly with the City’s architect and engineering team.
The project is currently in the early design phase of the project. Griffin (if awarded) will participate in the early design stages of the project and assist in identifying creative design alternatives and value saving opportunities where applicable. Some examples of preconstruction services include review of existing documents, preparing site plan review documents, utility coordination, development of project document handling procedures, review of schematic design and design development phase documents, creating and managing the contractor submittal logs, tracking and coordinating contractor and supplier requests for information (RFIs), assisting with bid opening and providing bid analyses and preparing an Independent Opinion of Probable Construction Costs During construction of the fire station Griffin will provide general project administration, review and process contractor progress payments, conduct weekly construction meetings, develop weekly and monthly progress reports, provide daily full-time on-site project inspection and management of the job site, coordinate and process potential change orders and change order requests. The CM is also responsible for assisting with the preparation of record drawings at the end of the project, providing any required start-up and commissioning support, and supervising punch list completion and establishing maintenance and warranty logs.
Fiscal Impact:
1410-72000/CP0415-999. The project currently has $4,400,000 budgeted from the Measure N Fund (141). The current project budget is sufficient to cover the cost of the design phase of the project and the cost of the construction management contract. Additional funds will be required to complete the construction phase of the project. These additional funds will be requested at the time of award of the construction contract, and after approval from the Measure N committee.
