Department Recommendation:
Staff recommends that Council authorize staff to accept a federal grant in the amount $121,500 to fund the upcoming PMMP project on the conditional basis of the grant being as outlined in this report once the official offer is received by the FAA. Staff is preemptively bringing this to council as the FAA now requires all grant offers be officially accepted within two weeks of their offer
Background Discussion:
In November of 2019, the Visalia City Council authorized a Professional Services Agreement between the City of Visalia and Brandley Engineering for the purpose of providing airport engineering design services and project management for a 5-year contract period. The projects that Brandley will shepherd for the airport as well as the majority of the CIP projects at the airport are federally funded. To continue fully qualifying for FAA funding of the airport there were two key projects that needed to be completed. The first is an updated Airport Layout Plan which is an 18-month project that began in November of 2021 and is expected to be completed by summer of 2023. The second project is a Pavement Maintenance Management Plan (PMMP). This project, which is already on our CIP list, as well as the FAA Airport Capital Improvement Plan (ACIP) for the current fiscal year, is expected to also take 18-months from authorization to proceed to completion.
The PMMP will consist of four main elements:
1. Pavement Structure Determination-This will consist of geotechnical borings into all our existing movement areas and will determine the existing strength and thickness of every pavement section on the airfield.
2. Falling Weigh Deflectometer Testing- This non-destructive testing will obtain necessary basic date to evaluate the pavement at the airfield. The falling weigh deflectometer will be utilized every 100-200 feet of all movement areas.
3. Pavement Condition Index (PCI) Determination-A detailed visual inspection of all paved areas of the airfield. Once these surveys are complete, Pavement Condition Index values will be assigned to each section of pavement.
4. Engineering Analysis and Report- All the data obtained from the first three elements will be put together and analyzed along with air traffic forecasts to determine the lifespan of the movement areas as well as recommended future rehabilitation.
The PMMP report that the Citywill receive at the completion of the project will be vital in guaranteeing federal funding for the rehabilitation when needed of all airfield movement areas and ensuring the appropriate pavement is treated at the appropriate time.
Airport staff has not received the official FAA Grant offer yet; it is expected in mid-August, so any authorization given to accept the grant is contingent upon the grant being for the amount and terms given in this report and if there are any discrepancies airport staff will come back to council to approve the changes. The reason for getting pre-approval is that the FAA now wants to have a less than two-week turnaround from when a grant is offered and when it is accepted. With this condensed timeline, airport staff would not have time to wait for the official grant offer, take it to council for approval and send in the acceptance letter within the time allotted.
Airport staff will return to council after formally accepting the grant to appropriate the funds for the project and to award a contract.
Fiscal Impact:
Visalia Municipal Airport would receive $121,500 in federal funds to put towards the upcoming FAA required PMMP project. Total project cost will be $135,000, the remaining $13,500 in project cost will be split between $6,075 in State of California participation, and $7,425 from Airport Fund.
The State of California funds will be given through a separate grant application process that is already guaranteed but can only become official once the FAA grant is officially accepted.
Prior Council Action:
Nov 4th 2019: Council authorized an annual contract with Brandley Engineering for the purpose of providing airport engineering design services and project management, for a 5-year contract period.
Alternatives: City Council could not authorize the acceptance of the federal grant and airport staff would explore other avenues to fund the FAA required PMMP project.
