Department Recommendation: Staff recommends that the City Council receive a presentation on the Citizens Advisory Committee work plan calendar and provide suggestions or recommended actions for the following plan period of calendar year 2026.
Summary:
On March 15, 2021, City Council recommended that City committees report periodically to City Council. This suggestion was a result of the reorganization of past existing committees and the combining of certain memberships. The CAC and City staff will be presenting this update to Council as requested.
Background Discussion:
The Citizens Advisory Committee (CAC) was formed by the City Council in 1969 and has been tasked by the Council with serving as part of the Community Development Block Grant review process, conducting the Public Opinion Survey, reviewing the City’s Rates and Fees, and conducing the Non-Profit grant application and review process. As part of the Measure T accountability process, the CAC was charged with being the group that provides oversight of the Measure, in addition to an independent auditor. With Measure N, the CAC was charged with appointing two members to the Oversight Committee.
The following work plan calendar is proposed for the calendar year 2026. In the future, the work plan can be presented in the same format or by fiscal year, as Council prefers.
Citizen Advisory Body of Work Calendar
January
• Review and Recommendation of Measure T and Measure N Audits.
o Committee receives a Measure T independent audit presentation from Finance and committee reviews, comments, and recommends items to Council
o Subcommittee attends the Measure N independent audit meeting and reviews, comments, and recommends items to Council.
February
• Subcommittee reports on Measure N meeting outcomes/recommendations
• Council Presentation of Citizen Advisory Committee Body of Work
March
• Review Upcoming CAC Committee Terms and Possible Vacancies
• ADA Presentation from Engineering and Transit (Tentative)
April
• Review and Recommendation of CDBG and HOME funds Action Plan
o Committee receives presentation from Finance and committee reviews, comments, and makes recommendations to the City Council.
May
• Review and Recommendation of Rates and Fees
o Committee receives presentation from Finance and committee reviews, comments, and makes recommendations to the City Council.

o Committee reviews, grades, and discusses small grants to Non-Profit entities.
o Hope Team updates

• Non-Profit Grant Program
o Committee recommends awards to Council regarding small grants to Non-Profit entities.
General (within Calendar Year)
• Receive miscellaneous reports as requested by committee members including but not limited to: Law updates, conservation, and miscellaneous items such as Redistricting.
• Making general agenda recommendations or taking those same recommendations from the public
• Requests for reports from miscellaneous departments throughout the year.
As listed in the work plan, the 11 member committee forms sub-committees consisting of the following:
1. Rates and Fees Subcommittee
2. Non-Profit Youth Grant Subcommittee
3. Measure N Subcommittee
These subcommittees consist of two to three members including a subcommittee chair. They, along with the staff representative, perform the work and make suggestions.
Because the CAC has more direct assignments from Council than other committees, it is understood that the calendar may be amended to Council preference. This can result in calendar work being changed, added or removed in the future to accommodate.

Prior Council Action: March 15, 2021 - City Council suggested that committees to create work plans so that Council may have a better understanding of Committee timelines.
