Department Recommendation:
Staff recommends that City Council authorize the filing of a Notice of Completion for Hillsdale Southland Subdivision.
Summary:
All of the required off-site improvements for the Hillsdale Southland subdivision have been completed and are ready for acceptance by the City Engineer. The improvements were developed by San Joaquin Valley Homes include the widening of Hillsdale Avenue, construction of the local streets, block walls, landscaping, underground utilities, grading of the basin/open space and construction of access drive around the perimeter of the basin/open space. The improvements were constructed per the approved off-site improvement plans, and the project improvement agreement. Staff recommends that authorization be given to file the Notice of Completion.
Background Discussion:
On May 26, 2020, San Joaquin Valley Homes filed the Hillsdale Southland Tentative Subdivision Map No. 5574, a request to subdivide 10.32 acres of an overall 16.38-acre site into a 46-lot single-family residential subdivision with 8 out-lots for landscaping and storm drainage purposes. The 16.38-acre site, which was owned by City of Visalia at that time, had a General Plan Land Use designation of Conservation and Zoning designation of Open Space (O-S). To facilitate single-family residential uses on the site, the developer submitted General Plan Amendment (GPA) No. 2020-01 and Change of Zone (COZ) No. 2020-02. The GPA and COZ requested a land use and zone designation change on 10.32 acres from Conservation to Low Density Residential and O-S to R-1-5 (Single-Family Residential, 5,000 sq. ft. minimum lot area). The remaining 6.06 acres retained the Conservation and O-S designations. The subdivision map was approved by the Planning Commission with a recommendation to approve the GPA and COZ request to the City Council. The City Council approved the GPA and COZ which allowed the developer to proceed with processing the final subdivision map.
The City Council authorized the recording of the final map for the Hillsdale Southland subdivision on April 19, 2021. All bonds and cash payments, as identified in the subdivision agreement, were received by the City at that time. As required by the subdivision ordinance, a maintenance bond valued at 10% of the cost of the public improvements has been submitted prior to recording of the Notice of Completion. The Maintenance Bond is held for one year after the recording and acts as a warranty for the public improvements installed per the subdivision agreement.
Fiscal Impact:
By authorizing this Notice of Completion, the City of Visalia will incorporate the identified public improvements into normal routine maintenance plans and procedures following the one-year maintenance period. This will have a nominal adverse effect on the fund that provides such maintenance.
Prior Council Action:
• On April 19, 2021, the City Council authorized the recordation of the final map for Hillsdale Southland subdivision.
• In April 2021, Landscape and Lighting Assessment District No. 21-03 was reviewed and formed by the Landscape and Lighting Committee.
• On July 20, 2020, the City Council approved General Plan Amendment No. 2020-01 and introduced the first reading of Ordinance No. 2020-07 for Change of Zone No. 2020-02.
• On August 3, 2020, the City Council conducted the seconding reading and adoption of Ordinance No. 2020-07 approving Change of Zone No. 2020-02.
Committee/Commission Review and Action:
• On May 26, 2020, the Planning Commission approved the Hillsdale Southland Tentative Subdivision Map No. 5574, and recommended approval of General Plan Amendment No. 2020-01 and Change of Zone No. 2020-02.
