Department Recommendation: Staff recommends that the City Council authorize the filing of a notice of completion for the traffic signal improvements at the intersection of St. Johns Parkway and Burke Street.

 

Summary:

This project included signalizing the intersection of St Johns & Burke St, replacing the all-way stop controls and improving the pedestrian access ramps to be in compliance with Public Right of Way Accessibility Guidance (PROWAG). In addition to these improvements the project included installation of fiber optic interconnect from St. John's Pkwy at Burke St east (~1,300') to St. John's Pkwy at Ben Maddox Way. This will expand the connectivity of the City's fiber optic traffic signal network as well as reduce emissions through minimizing delays at intersections.

 

Background Discussion:

In February of 2022, the City Council authorized the City Manager to receive and appropriate the awarded CMAQ funds for this project totaling $660,000 and to execute a Measure R Supplemental Agreement with TCAG to utilize $205,000 of Measure R Regional Funds for this project.

 

The project was advertised for construction in August of 2024. Construction began in May of 2025, with completion in August of 2025. Due to manufacturing delays on traffic signal equipment, the project underwent suspensions, resulting in 100% completion in February of 2026.

 

Change Orders:

The final cost of the construction contract including change orders is $1,141,913.80. Two change orders were processed totaling $6,146.00. Below is the summary of the contract change:

During construction, project specifications were updated shortly after the project bid was awarded which changed the battery backup system that was required for traffic signals. Towards the end of construction additional signage was required to be put on the medians for visibility purposes. This change order amount covered both items.

 

Fiscal Impact:

The Traffic Signal Improvements at St. John’s Parkway & Burke St is funded using the Congestion Mitigation and Air Quality (CMAQ) grant fund through the Federal Transportation Improvement Program (FTIP) and Measure R Regional (133) Funds from Tulare County Association of Governments (TCAG). See below the project funding breakdown.

The CMAQ funding of $730,000 was fully expended. The remaining balance shown in the above table is from the Measure R Regional funds and will be returned to the Measure R Regional fund.

Authorized receival and appropriation of $1,757,000 Congestion Mitigation and Air Quality (CMAQ) grant and $452,000 from the Measure R Regional Fund (133). Authorized the City manager to execute Measure R Supplemental agreements with TCAG.

 

October 21, 2024

Authorized the City Manager to award the construction contract with A-C Electric Company for traffic signal improvements at the intersection of St. john’s Parkway and Burke Street, in the amount of $1,135,767.80; Authorized an additional appropriation of CMAQ funds in the amount of $70,000; Authorized an additional appropriation of Measure R Regional funds in the amount of $565,000 and authorized an amendment to the Measure R Supplemental Agreement.
