Department Recommendation:

Staff recommends that the City Council accept the construction proposal for phase 2, task 1 - batting cage & related site work by the design-builder, 4CGlobal, Inc. dba 4Creeks Build for a lump sum amount of $1,867,198.84

 

Background Discussion:

This project will expand and retrofit the existing clubhouse at the Valley Strong Stadium (Recreation Park Baseball Stadium) to comply with Minor/Major League Baseball (MiLB/MLB) requirements. The proposed improvements will expand the existing clubhouse to 7,355 SF, demolish the existing 1,920 SF batting cage/pitching tunnel, and replace it with a 5,804 SF pitching facility. The new batting cage/pitching facility will include a 4,200 SF tunnel, with the remaining space allocated for a weight room, equipment storage room, and team storage room (MLB club).

 

At this time, as per their design-build agreement, 4Creeks has prepared a lump sum cost proposal of $1,867,198.84, for Phase 2, Task 1 - Batting Cage & Related Site Work, which includes the following components:

 

Task 1 - Batting Cage & Related Site Work Components:

                     Demolition, clearing, and grubbing of new batting cage location and impacted facilities, such as the existing trash enclosure

                     Demolition related to accessibility path to Jacob Street

                     Curb, gutter, sidewalk and pavement modifications related to the accessibility path to Jacob Street.

                     Storm drain improvements related to the new batting cage

                     Pre-fabricated metal building for the new batting cage

                     New batting cage building will include the following:

o                     Two pitching tunnels with lighting, netting, and an evaporative cooling system (4,246 square feet)

o                     Team storage room - MiLB Club (209.5 square feet)

o                     Equipment storage room (302.9 square feet)

o                     Weight room with air conditioning system (758.5 square feet)

                     Landscaping

                     Minor parking lot signage & striping

 

The bid for this Task 1 includes some value engineering related to the electrical system. Since Task 2 - Clubhouse is still under design, the total electrical system requirement is still to be determined. At this time, the design-builder will install the conduit related to the clubhouse, with a connection to the existing clubhouse system. Some existing electrical infrastructure, such as panels and conduit may need to be upgraded during Task 2. Those upgrades could result in increased costs. This is represented by the estimated $250,000 shown in Tables 1 & 2 below and could push the overall project cost beyond the agreed upon amounts between the City and First Pitch Entertainment. As per the existing agreement, any costs over the $7,656,698 project total shown in Table 2 are to be shared 50/50 up to $1,000,000 each.

 

Fiscal Impact:

Authorization of the action recommended in this staff report falls within the project budget established at the February 3, 2025, City Council meeting. At that meeting, the project was estimated at $5,368,700 (including a 10% construction contingency) which is greater than the $4,342,028 amount included in the agreement between the City of Visalia and First Pitch. However, other cost estimates have risen to the total project cost could be above original estimates, but within the amount, including overages, that the two parties agreed to.

The City of Visalia - First Pitch agreement includes a budget of $7,656,698 for all the following projects: Clubhouse & Batting Cage; Outfield Fence & Padding; Batter’s Eye; and LED Lighting Upgrades. The lighting project has just wrapped up, and the outfield fence, padding, and batter’s eye project has been issued for construction bids. Bid results are expected by April 2025. Following is the updated summary of the anticipated total project expenses.

The potential deficit shown in Table 2 represents the amount that would be split, 50% -  City and 50% - First Pitch Entertainment.  And, as previously noted, this overall estimate will be updated again when the prices come in from the outfield wall & batter’s eye construction bid process, and then once again after the clubhouse bid process. In addition, 4Creeks will continue to look for cost-saving opportunities as they continue the design.

 

 

Prior Council Action:

February 3, 2025: The City Council authorized the City Manager to execute an emergency Progressive Design-Build agreement with 4CGlobal, Inc. dba 4Creeks Build, Inc. for an amount to be determined; and to authorize the City Manager to award the construction management services to Vanir Construction Management, Inc. in the amount of $221,150.

 

October 7, 2024: The City Council authorized the City Manager to execute a professional services agreement with 4Creeks, Inc., as a sole-source provider, for the design of the expansion and remodel of the clubhouse at the Valley Strong Stadium, in the amount of $420,000; to procure limited construction materials through 4Creeks during the design phase in an amount up to $1,100,000; and to appropriate $4,342,028 from the baseball fund.
