Department Recommendation: Staff recommends that City Council approve the purchase of two 2026 Dodge Ram 3500 trucks from Haddad Dodge in the amount of $153,595.31 from the Vehicle Replacement Fund.
Summary:
Staff recommends the replacement of two 1-ton Streets Maintenance Division vehicles with two 2026 Dodge Ram 3500 trucks. The lowest responsive quote was received from Haddad Dodge in the amount of $153,595.31. These purchases will replace two aging Ford F-350 trucks that have reached the end of their service life and are experiencing increasing maintenance needs.
Background Discussion:
The vehicles being replaced are a 2003 Ford F-350 with 92,059 miles and a 2004 Ford F-350 with 85,572 miles. Both units have experienced significant mechanical issues over the past several years. Following a recent assessment, staff determined that both vehicles are in poor condition. Given the age and condition of the vehicles, continued investment in repairs is no longer recommended.
To date, the lifetime maintenance and repair costs total approximately $137,171 for Unit 314955 and $119,725 for Unit 314956, demonstrating the increasing expense associated with keeping these vehicles operational.
These trucks are essential to the Street Maintenance Division and are regularly used for ongoing street maintenance operations. Due to their operational importance and rising repair costs, staff recommends replacing the vehicles to maintain operational efficiency and avoid further escalating maintenance expenses.
Staff is requesting a purchasing exception to allow this procurement to proceed without a formal public bidding process. The formal bidding process requires an estimated three months to complete. Due to current market conditions and vehicle availability, dealers are unable to guarantee pricing or hold vehicle inventory for the duration of the formal bid process. As a result, pursuing a formal bid process can delay procurement and increase the risk of higher costs or the loss of available inventory. To ensure timely acquisition and maintain competitive pricing, staff obtained three competitive quotes as follows and recommends proceeding with the lowest responsive quote.
1. Haddad Dodge - $153,595.31
2. Jim Manning Dodge - $198,860.84
3. PB Loader - $273,958.42
Fiscal Impact including annual maintenance and operating costs:
A total of $189,000 is budgeted for the replacement of two 1-ton trucks within CIP No. VH0212. Funding for these replacements is from the Vehicle Replacement Fund.
