Department Recommendation:

Authorize the City Manager to enter into contract with LC Action Police Supply, not to exceed $177,100 to replace Visalia Police Department handguns and associated equipment, and Proforce not to exceed the amount of $38,900 to replace Visalia Police Department holsters; and appropriate $228,200 from the General Fund.

 

Summary:

In September of 2025, City Council authorized the replacement of the Department issued Sig Sauer handgun due to safety concerns that had arisen. The council unanimously approved the replacement with the Department recommended Smith and Wesson M&P 2.0. The M&P 2.0 had been thoroughly tested by Department Range staff and any other officers who wished to test it. Based on these evaluations, it was selected and upon approval from City Council, 200 firearms were ordered.

 

The department received the order in February of 2026. In March of 2026, as the Department was beginning the transition phase of the process, several quality issues for the firearm were observed by Range staff resulting in an engineering team from Smith and Wesson being dispatched to the department. Further inspection by this team confirmed the observations by City staff. Based on the totality of the circumstances, as well as staff commitment to ensuring confidence in the department issued handgun, it was elected to stop the transition, return the firearms to Smith and Wesson, and pursue the remaining option of the Glock 17.

 

The Glock 17 Generation 6 was tested during the same period as the M&P 2.0. Although the officer’s preference was toward the M&P 2.0, officers were comfortable with the Glock 17 as an alternative option. Glock is a common firearm issued in the law enforcement profession and has a long history or reliable manufacturing and deployment. Range staff are confident that firearms will meet the demands and that Officers will not encounter the same performance concerns that arose with the M&P 2.0. The Glock is less expensive than the M&P 2.0 and once all transactions are complete, there will be cost savings for the City. As with the Smith and Wesson, the Glock will be equipped with a reliable optic sight (Aimpoint) and is capable of being equipped with our current firearm tac-light which has proven to be reliable.

 

In addition to the purchase of the firearm, additional holsters will need to be purchased that are made specifically for the Glock. Staff have worked with Proforce to obtain a credit for all M&P 2.0 holsters that were unopened/unused. Because of the nature of the holsters used, staff will be able to use some equipment associated with previously purchased M&P 2.0 holsters, resulting in a slight decrease in cost. Separate staff are working with Smith and Wesson to obtain reimbursement for costs incurred by City staff, including the firearms, magazines, all holsters that were not able to be returned, ammunition expended during the initial stages of the transition project and time spent by City staff resolving equipment concerns

 

Background Discussion:

In April of 2021, the City awarded a contract for the purchase of the Department’s Sig Sauer P320 (P320). Since the deployment of this firearm, safety concerns have arisen that have resulted in a nationwide shift away from the use of this firearm, including several law enforcement organizations and training providers banning the use of the Sig P320. As a result of this, department staff began reviewing replacement options and selected the Smith and Wesson M&P 2.0. This recommendation was taken to City Council in September of 2025 and received unanimous approval. The issued CIP for this project included the following equipment:

The Department received the order in February and began the transition phase of this project in March. During the first transition classes, quality issues were observed by Department Range Masters that resulted in halting any further course for safety reasons, and Smith and Wesson deploying a team to inspect all firearms purchased by the Department. The inspection by this team confirmed the observations by Range staff and identified additional quality control concerns. With this information in mind, and after talking with representatives of both Police Officer Associations, it was determined that staff confidence necessitated the return of the Smith and Wesson and to continue the issuance of the Sig Sauer 320 until the remaining option, the Glock 17, was purchased.

 

Staff are actively working with Smith and Wesson to ensure full compensation for the firearms, associated magazines, used/opened holsters that staff are unable to return, expended ammunition, and any related fees incurred during this process. Additionally, staff have worked with Proforce to obtain a credit for the unopened/unused holsters which includes a restocking fee, as long as the City purchases the replacements from them. While these issues are still being negotiated City staff expect the amount to be reimbursed will offset the funds needed for this purchase.

 

Fiscal Impact including annual maintenance and operating costs:

Staff are requesting to establish a CIP account in the General Fund (001) for $228,200. As noted above, Staff expects the amount to be reimbursed will offset the funds needed for this purchase.

 

The purchase from LC Action and Proforce is an exception to the City’s purchasing policy due to the urgency of the purchase.  To ensure the City was receiving the best price for each product, staff received quotes from vendors as listed below:

 

§                     Glock 17 - Staff received quotes from Gun Gallery and LC Action.   LC Action was the low quote. 

 

§                     Holsters - Staff received the quotes from Alien Gear and Proforce. Proforce provides a credit of $16,636 for previously purchased holsters. No other vendors would provide credit for previously purchased holsters.

 

§                     Ammunition - Dooley’s is the only vendor that supplies the model of ammunition used by staff and capable of providing the needed amount. It will be acquired through standard purchase processes.

 

§                     Armorer Kits - The kits specific to this weapon were found at LC Action. These kits are a comprehensive toolset designed for the maintenance, repair, and customization of a firearm.  Staff are estimating the budget needed and will purchase when available through the purchasing process.
