Department Recommendation:  Staff recommends that City Council authorize the recordation of the final map for Santa Fe Tract subdivision located along south Santa Fe Street approximately 500-feet north of East Paradise Avenue (6 lots).

 

Summary:

The final map for the Santa Fe Tract subdivision will subdivide approximately 0.93 acres into six single-family residential parcels within the R-M-2 zoning district. The project includes private yard areas, interior common access improvements, and frontage landscaping improvements along Santa Fe Street.

 

The proposed subdivision will be accessed from Santa Fe Street along the west side of the project. Frontage improvements include curb, gutter, sidewalk, parkway landscaping, and associated public utility infrastructure, including sewer, storm drainage, water, and electrical improvements. Access to Parcels 1 through 6 will also be provided by an interior private shared drive aisle serving the development.

 

The subdivision improvements were approved under building permit number B214976, which was issued on October 12, 2022. All required subdivision improvements are currently under construction, and the final map is ready for recordation.

 

Maintenance of the on-site common areas and frontage landscaping improvements will be the responsibility of a Homeowners Association (HOA). Formation of a Lighting and Landscape District (L&LD) is not required for this subdivision.

 

Background Discussion:

Pursuant to Title 16 (Subdivisions) of the Visalia Municipal Code, the City’s authorization to record the final map is a ministerial action. Specifically, Section 16.24.080 limits the City Council’s action to the specific determination that the final map conforms substantially to the contents of the tentative map, Chapter 16, and the Subdivision Map Act, and provides in pertinent part that “if the Council determines that the map is in conformity with the requirements of this Chapter, the Council shall approve the map (emphasis added).” Disapproval based upon any other reasons would be outside the authority of the Council for this particular action. The Council may reject any and all offers of dedication in the final map pursuant to Section 16.24.080, and require that the City Engineer so indicate on the map, however staff’s recommendation is that the City Council authorize recordation of the final map and accept all offers of dedication as previously described in this report.

 

 

Fiscal Impact including annual maintenance and operating costs: Impact fees associated with the subdivision development and residential construction were assessed and paid at the time of building permit issuance.
