Department Recommendation:

Staff recommends that the City Council authorize the City Manager to award a pest control services agreement to Clark Pest Control of Visalia, California, for an annual amount not to exceed $33,418.  The initial term of the contract is for one year and can be renewed annually for an additional four years.

Summary:

The City of Visalia maintains more than 43 City-owned facilities and solicited bids under RFB No. 25-26-32 for an annual contract for pest control services. The contract provides routine pest control services at designated City facilities, generally on a monthly basis, with certain locations receiving quarterly service. Covered pests include spiders, ants, earwigs, cockroaches, silverfish, water beetles, fleas, carpet beetles, rodents, and sow bugs. Services include interior and exterior treatments, as applicable, with routine interior pesticide applications scheduled when facilities or affected areas are unoccupied.

The bid specifications require the contractor to provide all labor, materials, equipment, and transportation necessary to perform the services; comply with all applicable federal, state, and local safety and pesticide regulations; protect City property and the public; and respond to service callbacks within 24 hours or the next business day at no additional cost to the City. The specifications also allow the City to increase or decrease the number of service locations as needed and require documentation of each service visit.

The City received eight bids, of which four were deemed non-responsive due to failure to submit the required bid form and supporting documentation. The remaining four bids were reviewed for mathematical accuracy, compliance with the bid specifications, and responsiveness. Clark Pest Control submitted the lowest responsive bid at $33,418 annually. Staff recommends awarding the contract to Clark Pest Control.

Background Discussion:

On August 11 and August 16, 2026, the City solicited bids for RFB No. 25-26-32 by advertising in the Visalia Times-Delta and posting the Request for Bids on BidNet. The City also mailed notices to prospective vendors to encourage participation in the competitive bidding process.

On September 15, 2026, the City received bids from eight vendors. Four bids were rejected as non-responsive due to failure to submit the required bid form and supporting documentation. Staff reviewed the remaining bids for calculation errors and compliance with the specifications outlined in the RFB.
