Department Recommendation: Staff recommends that Council approve the purchase of (3) Godwin Portable Pumps for the Wastewater Collections Division from Pac Machine Company for $181,561.06 utilizing GSA Cooperative Purchasing Contract 47QSMS24D00C6, appropriate $8,590.27 from the Storm Sewer Maintenance Fund and appropriate $25,770.79 from the Wastewater Fund.                            

 

Summary:

The City of Visalia relies on diesel-powered trailer-mounted pumps as emergency backup units for critical stormwater and sanitary sewer lift stations, ensuring continuous service during power outages, equipment failures, or maintenance. The City currently operates several aging Tier 3 diesel pumps that are due for replacement in order to maintain operational readiness and meet current air quality standards.  To replace these pumps, Staff proposes purchasing three Godwin Tier 4 diesel pumps from Pac Machine Company utilizing GSA Cooperative Purchasing Contract 47QSMS24D00C6, a competitively awarded federal contract that offers favorable pricing and streamlines procurement. This purchase aligns with the City’s equipment replacement schedule and will improve emergency response capacity while maintaining compliance with current air quality standards.

 

Background Discussion:

Pac Machine Company is a distributor of Godwin pumps and is listed as an authorized vendor under GSA Contract 47QSMS24D00C6. Utilizing this competitively awarded federal contract allows the City to procure equipment at favorable pricing without issuing a separate Request for Bids (RFB), in accordance with the City’s purchasing policies and procedures.

 

Staff proposes to purchase three (3) Godwin Tier 4 diesel pumps, which offer reduced emissions and improved fuel efficiency compared to the existing Tier 3 models. These pumps are powered by John Deere Tier 4 diesel engines, which are compliant with the latest emissions regulations and have a proven track record for reliability in demanding municipal and industrial applications.

 

The City already maintains a service contract with The Pape Group, a certified John Deere service provider, which allows for streamlined maintenance, timely repairs, and minimal equipment downtime. The ability to service these engines under an existing contract reduces long-term maintenance risk and supports operational continuity.

The new pumps will replace three outdated pumps. They will be deployed at key storm and sanitary sewer lift stations to provide critical backup pumping capacity during emergencies. By leveraging GSA Contract 47QSMS24D00C6, the City can ensure compliance with procurement regulations while expediting delivery and taking advantage of competitively negotiated pricing. This purchase aligns with the City’s capital equipment replacement schedule and supports long-term reliability of essential wastewater and stormwater infrastructure.

 

 

Fiscal Impact: The total cost of the (3) Godwin Portable Pumps, including sales tax and freight, is $181,561.06. Currently, $110,400 in the Wastewater Fund (431) and $36,800 in the Storm Sewer Maintenance Fund (481) are budgeted for this purchase in the Capital Improvements Program under VH0291 for a total of $147,200. An additional appropriation is needed in the amount of $34,361.06, $8,590.27 from Fund 481 and $25,770.79 from Fund 431, to cover the remaining balance. The proportional cost is based on a 75% / 25% split between Funds 431 and 481, respectively.
