Department Recommendation: Staff recommends that the City Council authorize the award of an annual contract for plumbing repair and maintenance services at various City-owned facilities and locations to American Incorporated, of Visalia, California, at a rate of $155.00 per hour plus materials, with a total annual amount not to exceed $180,000, in accordance with the specifications of RFB 24-25-40.
Summary:
The City of Visalia maintains more than 47 City-owned facilities that require ongoing plumbing, sewer, and water system services to support the Buildings Division’s maintenance operations. To ensure continued functionality, safety, and regulatory compliance, the city entered into a service agreement with American Incorporated in 2019, with options to renew annually for up to four (4) additional one-year terms.
Under this agreement, American Incorporated provides comprehensive services, including cleaning, jetting, inspection, repair, and replacement of sewer and storm drain lines; installation and maintenance of water lines, backflow devices, and plumbing fixtures; and troubleshooting and repair of water heaters, booster pumps, drinking fountains, and restroom systems.
The contractor has also performed specialized services such as video inspection of sewer lines, concrete saw cutting and replacement, underground utility locating, and emergency repairs. American Incorporated supplies all necessary equipment, including jet trucks, excavation and boring machinery, concrete tools, and line-locating technology. The company maintains an inventory of commonly used plumbing parts to support after-hours service and provides 24-hour on-call emergency response.
Funding for these services is included annually within the budgets of the departments that utilize them.
Background Discussion:
Staff identified that the current service agreement with American Incorporated for annual building plumbing services is set to expire in June 2026. On January 2 and January 7, 2026, the City solicited bids by advertising in the Visalia Times-Delta and posting the request for bids (RFB) on BidNet. In addition, notices were distributed to prospective vendors to encourage participation in the competitive bidding process.
A non-mandatory pre-bid meeting was held on January 15, 2026, at City Hall West and was attended by three prospective contractors. During the meeting, City staff reviewed the bid specifications, outlined the requirements established by the State of California Department of Industrial Relations, and responded to questions from attendees.
On February 12, 2026, the City received bids from five vendors, each of whom submitted the required bid forms and supporting documentation. Staff conducted a thorough review of all submissions for accuracy, including verification of calculations, and confirmed compliance with the specifications outlined in the RFB.

American Incorporated is the lowest responsive bidder. Their DIR registration is current, and they are not listed on the DLSE debarment list. The company has previously performed work for the City of Visalia and has met or exceeded expectations.
Annual price adjustments at the time of contract renewal will be based on the Consumer Price Index (CPI). Adjustments will be calculated by applying the annual CPI percentage to the contractor’s applicable hourly rates.
The initial agreement will be for a 12-month term, with the option to renew annually for up to four (4) additional one-year periods, subject to satisfactory performance and mutual agreement.
Fiscal Impact including annual maintenance and operating costs: The services under this contract are budgeted across multiple divisional funds, either through allocations from the buildings division or directly within the budgets of the airport, animal control, fire, park maintenance, and other facility-related divisions. No budget amendment is required. This contract will be utilized citywide.
