Department Recommendation:

Staff recommends that the City Council authorize the City Manager to execute an agreement with 4 Creeks, Inc. to provide construction management services for the Tulare Avenue major rehabilitation project from Roeben to Demaree in the amount of $275,000.

 

Summary:

This project will initiate the construction phase for the rehabilitation of Tulare Avenue from Roeben Street to Demaree Street. Improvements include pavement resurfacing and targeted repairs to curbs, gutters, sidewalks, drain inlets, sanitary sewer manholes and ADA ramps, as well as modifications to existing traffic signal equipment throughout the corridor. The project will also extend the Class IV protected bike lane, completing the segment between Demaree and Roeben.

 

Background Discussion:

The City of Visalia is currently maintaining a street network of approximately 507 centerline miles of roadway and nearly 100 million square feet of pavement. In an effort to appropriately direct maintenance activities and optimize the use of the limited maintenance funds available, staff incorporated a pavement management program (PMP) 11 years ago, following the lead of other similarly sized California municipalities.

 

Tulare Avenue, as identified in the pavement management plan, was selected for resurfacing. This project includes a pavement rehabilitation of approximately 1.5 miles of roadway on Tulare Avenue from Roeben to Demaree Streets. The rehabilitation work includes removing isolated areas of pavement failures, also known as dig outs, grinding the existing pavement section and overlay with hot mix asphalt. In addition to these improvements the project will also upgrade some of the existing curb ramps to meet current Americans with Disabilities Act (ADA) requirements and Public Rights-of-Way Access Guidelines (PROWAG). The project will incorporate some traffic signal improvements at intersections throughout the corridor. With these improvements the City of Visalia is implementing multimodal transportation enhancements such as Class IV Bike lanes through the use of modular curbing and on-street parking protection.

 

On-Call Consultant Selection:

The City of Visalia Purchasing Division previously issued a request for proposals (RFP 20-21-18) to retain up to three (3) qualified consulting firms to provideconstruction management (CM) and resident lngineering (RE) services on an on-call basis. In response to the solicitation, the City received and evaluated seven (7) proposals. A selection committee reviewed and ranked the proposals and established a list of three qualified firms. The firms selected were:

 

                     NV5, Inc.

                     4 Creeks, Inc.

                     Vanir Construction Management, Inc.

 

The resulting on-call contract is a one-year agreement with the option for up to four (4) additional one-year renewals. All three firms met the requirements outlined in RFP 20-21-18 and have previously performed work for the City on various projects with positive performance evaluations from City construction management staff and listed references.

 

Mini-RFP Consultant Selection:

In order to comply with state requirements outlined in the Local Assistance Procedures Manual (LAPM), the City of Visalia Engineering & Building Department utilized the established on-call consultant list to initiate a project-specific mini-RFP process. All qualified on-call consultants were invited to submit proposals, and proposals were received from all three firms.

 

A selection committee was formed and evaluated the proposals in accordance with the evaluation criteria outlined in the mini-RFP. Based on the committee’s review, 4 Creeks, Inc. was determined to be the highest-ranked and most qualified firm and is recommended for selection.

The majorroadrehabilitation on Tulare Avenue from Roeben to Demaree Street is funded using the Surface Transportation Block Grant Program (STBGP) through the Federal Highway Administration (FHWA) and the Road Maintenance and Rehabilitation Account (RMRA) (SB1).

The shown budget shortfall and the recommended transfer of funds is being taken into consideration for City Council approval on January 20, 2026 as part of consent calendar item (25-0577).

 

Prior Council Action:

June 16, 2025 Adopted Resolution No. 2025-41 to designate 2025/26 SB1 RMRA funding of $3,900,000 to the Tulare Avenue Road Rehabilitation Projects from Roeben to Cotta. 1) Tulare Avenue Roeben to Demaree project ($835,000) and 2) Tulare Avenue Demaree to Cotta project ($3,065,000).

 

July 18, 2022 Accepted and authorized the appropriation of 2,989,000 of STBGP and HIP funds for the Tulare Ave from Demaree St to Cotta St project and $3,086,000 of STBG funds for the Tulare Ave from Roeben St to Demaree St project.
