Department Recommendation: Staff recommends that the City Council authorize the award of a contract for the resurfacing of six (6) tennis courts and eight (8) pickleball courts at Plaza Park to Anderson Striping & Construction Inc., of Kingsburg, CA, for an amount not to exceed $139,759.68, in accordance with the specifications outlined in RFB No. 25-26-54.
Summary:
At the June 16, 2025, City Council meeting, the City Council approved a report regarding Parks and Recreation projects, including an additional list of capital improvement projects and the appropriation of funds to enhance City parks.
As part of the approved capital projects, the Tennis and Pickleball Courts Resurfacing Project at Plaza Park was approved with a total project budget of $162,500.
Background Discussion:
RFB No. 25-26-54 was advertised on July 3, 2026, and July 8, 2026, for the resurfacing of the tennis and pickleball courts at Plaza Park. Two mandatory pre-bid meetings were conducted on July 21, 2026, and July 22, 2026, during which staff answered questions and toured the tennis and pickleball courts with several contractors.
On Thursday, August 6, 2026, the City received bids from five (5) contractors, as shown in the bid summary below. Anderson Striping & Construction Inc., of Kingsburg, CA, was the qualified low bidder for RFB No. 25-26-54, Resurfacing of Tennis and Pickleball Courts at Plaza Park Project.

Staff recommends awarding the contract for the total bid amount of $139,759.68
This is considered a Public Works contract and is therefore subject to State of California prevailing wage requirements, registration with the Department of Industrial Relations, and submission of certified payroll to the Labor Commissioner, as well as other requirements outlined in the City's Labor Compliance Manual, which was included as part of the specifications.
The lowest responsive and responsible bidder is Anderson Striping & Construction Inc. Staff verified that the contractor's Department of Industrial Relations (DIR) registration is current and that its CSLB A (General Engineering Contractor) and C-32 (Parking and Highway Improvement Contractor) licenses are active and in good standing. Staff also confirmed that Anderson Striping & Construction Inc. is not listed on the Division of Labor Standards Enforcement (DLSE) debarment list.
Anderson Striping & Construction Inc. has previously performed work for the City of Visalia. In addition, staff contacted the references provided by the contractor and confirmed its qualifications, performance history, and customer satisfaction.
Fiscal Impact including annual maintenance and operating costs: The fiscal impact associated with RFB No. 25-26-54 for the resurfacing of the tennis and pickleball courts at Plaza Park will be funded through the General Fund Capital Improvement Program (CIP), specifically CIP Project CP0785. CIP Project CP0785, the Tennis and Pickleball Courts Resurfacing Project at Plaza Park, has a total project budget of $162,500.
Prior Council Action: On May 5, 2025, the City Council voted 4-1 to move the agenda item forward and directed staff to develop a list of priority projects for Council review prior to June 30, 2025. On June 16, 2025, the Visalia City Council received a report on proposed Parks and Recreation projects and approved the recommended project list. The Council directed staff to proceed with the approved projects and appropriate $1,610,000 from the FY 2024-25 General Fund, as outlined in the staff report. The Council also authorized staff to proceed with additional Council-selected projects, with funding to be appropriated based on the estimated project costs, and directed staff to return any remaining proposed projects for consideration as part of future park development initiatives and future Capital Improvement Program (CIP) budget proposals.
