Department Recommendation:

Authorize the City Manager to approve a contract change order to W.M. Lyles Company in the amount of $252,196.00 for the interior coating of Digester #4 at the Water Reclamation Facility (WRF). 

 

Background Discussion:

In February 2023 a Purchase Order was issued to Wastewater Solids Management Company (WSM) to pump and dewater sludge and clean the inside of the Digester #4 at the Water Reclamation Facility (WRF). When the cleaning process was complete and a visual inspection was performed by staff, several areas of the glass lined ductile iron pipe that circulates the sludge contents within the digester structure were found to have developed large holes, thus rendering the digester completely inoperable.  W.M. Lyles Company was the contractor for the WRF upgrade project, is familiar with the facility, and is currently working on site to complete the Renewable Power Generation System (RPGS).  Staff asked the  company to appraise the damage and provide a quote for the needed repairs.  On May 15, 2023, City Council awarded a sole source contract to W.M. Lyles Company in the amount of $284,000 (PO #3440) to replace the interior piping within Digester #4. 

The demolition of the existing piping is complete and W.M. Lyles is currently waiting for the pipe and fittings materials to be delivered to complete the necessary repair work.  While empty, a coating inspector reviewed the interior condition and recommended it be recoated while the digester was out of service.  This scope of work entails the preparation of surfaces by grit blasting and cleaning, and the coating of the interior concrete dome and the top 6 feet of the walls with Endura-Flex 1988.  As W.M. Lyles is under contract for this project, staff requested that they provide a quote for recoating these portions of the interior of Digester #4. They have the ability to complete the coating work in conjunction with the pipeline replacement.  W.M. Lyles submitted a cost proposal in the amount of $252,196.  The cost of the work also includes all necessary scaffolding and final clean up and removal of debris from the site.  This scope of work and cost was reviewed and approved by the Change Order Committee on October 19, 2023. If this amendment is approved and all parts on order for the current project are received as projected, the project will be completed around the end of the year.

There are a total of 8 digesters at the WRF, and the remaining 7 also need to be dewatered, cleaned, and inspected.  The City has already procured a contract for this work to occur, but it cannot be completed until Digester #4 is repaired and placed back into operation.  The loss of Digester #4 is causing adverse effects in the plant systems and repairs need to be completed as soon as possible to prevent any further issues within the WRF.

Fiscal Impact:

Funding for the needed repairs is budgeted within the Wastewater Fund (431) out of the Digester Cleaning & Equipment Repair Capital Improvement Project (CP9768).

Alternatives:

Competitively select a contractor to perform these services via a Request for Proposals (RFP) process through the City’s Purchasing Department.  (Due to the critical nature and timing of this work, this is not recommended.)
