Department Recommendation: Staff recommends that the City Council approve a contract with Genuine Parts Co. dba Napa Auto Parts to supply parts and accessories for the Fleet Division utilizing Sourcewell Contract No. 100124-GPC with an annual not-to-exceed amount of $1,200,000, for an initial term through January 10, 2029, which may be extended for up to two additional one-year terms, to align with the Sourcewell contract, with a maximum contact amount of $6,000,000 over the life of the contract, including extensions.
Summary:
The Fleet Maintenance Division currently maintains over 700 vehicles and pieces of equipment. Timely access to parts is essential to ensure efficient repair and minimize equipment downtime. Currently, staff utilizes Napa Auto Parts as the primary vendor for parts procurement. Staff is requesting approval to establish an annual contract with Genuine Parts Company dba Napa Auto Parts for the continued purchase of these parts.
Background Discussion:
The Fleet Maintenance Division supports over 700 vehicles and pieces of equipment and performs daily repairs requiring timely access to parts. Napa Auto Parts is the current vendor and provides multiple daily deliveries, ensuring repairs are completed promptly and minimizing extended equipment downtime.
Sourcewell Cooperative Purchasing helps the City save time and money by purchasing from ready-to-use, competitively solicited contracts. Cooperative Purchasing is “Procurement conducted by, or on behalf of, one or more Public Procurement Units,” as defined by the American Bar Association Model Procurement Code for State and Local Governments. Sourcewell streamlines the purchasing process by developing Requests for Purchase for national competitive solicitations that meet or exceed local requirements. Because Genuine Parts Co. dba Napa Auto Parts are already competitively bid by Sourcewell, the City is able to utilize that contract to obtain the Sourcewell pricing.
The Sourcewell contract 100124-GPC expires January 10, 2029, with an option of up to (3) additional years. Given the City’s five-year contracting limit, Staff is requesting the contract be approved for up to the maximum of 5 years.

Expenditures are paid initially out of the Fleet Maintenance Fund. These costs are then charged to the vehicle use department monthly, as incurred.
Prior Council Action: On January 17, 2023, City Council approved an annual contract with Genuine Parts Co. dba Napa Auto.
