Department Recommendation:
Staff recommends that City Council authorize the City Manager to file a Notice of Completion for the FY 21-22 Crack Seal Project.
Summary and Background:
The Crack Seal project was developed based on the output from the Pavement Management Program in tandem with field investigations. To increase the longevity of pavement surfaces, it is necessary for the City to properly maintain the streets that are still in good condition. Performing crack seal maintenance at this life-stage of the streets is beneficial, as it extends the pavement life at a relatively inexpensive price. Without this preventive maintenance, as streets deteriorate further, future maintenance becomes more expensive and time consuming.
This Crack Seal Project focused on specific streets located in the Northwest quadrant of the City as shown in the attached map. The contractor, Graham Contractors, Inc., out of San Jose, CA completed the 2022 project within the contract time frame and budget. The overall project was completed without any issues or change orders. The project was publicized through the City’s social media and the contractor’s own notification process, which minimized resident complaints and helped resolve issues throughout the construction process.
Fiscal Impact:
This project is funded by the Measure N Fund (141) and the Landscape and Lighting Districts (L&L) Fund (273). Since L&L District funds cannot be used for other areas in the City, the project was separated into two:
CP0249 - Measure N (Fund 141)
CP0089 - L&L (Fund 273)
The Measure ‘N’ Cape Seal Project for 2021 - 2022 (No. 1410-72000/CP0249-999) has a current budget of $224,297.66. The L&L Crack Seal Project for 2021 - 2022 (No. 2730-72000/CP0089-999) has a current budget of $420,600.00.
