Department Recommendation:
Staff recommends that City Council authorize the recordation of the final map for Carleton Acres Phase 1A subdivision, located one-quarter mile north of Riggin Ave between Shirk Street and Denton Street (73 lots).
Background Discussion:
The final map for Carleton Acres Phase 1A subdivision will subdivide 17.75 acres into 73-lots for low density residential development and 4.54 acres, Lot G, for future medium density residential development. Carleton Phase 1A subdivision is the first phase of the Carleton Acres Tentative Subdivision map (TSM 5590).
The final map is ready for recording, all bonds, cash payments, subdivision agreement, and final map will be submitted by the developer, Hayes Ranch, LLC, A California Limited Liability Company, prior to recording as follows: 1) An executed subdivision agreement; 2) Faithful Performance Bond in the amount of $4,160,107.79, a Labor and Materials Bond in the amount of $1,922,431.50, a Maintenance Bond in the amount of $416,010.78; 3) cash payment of $433,085.11 distributed to various accounts to cover City fees; and 4) final map.
The formation of the Landscape and Lighting Assessment District will be addressed separately with an additional Council item after it has been reviewed and approved by the Landscape and Lighting District Review Committee. All new landscaping installed with this development will strictly adhere to the State Model Water Efficient Landscape Ordinance (MWELO).
Fiscal Impact:
Impact fees will be assessed with the development of the land and for the 73 single-family residential units at time of permit issuance.
Prior Council Action: On October 2, 2023, the City Council held a public hearing to consider the Carleton Acres project, consisting of the adoption of a Specific Plan, approval of a General Plan Amendment, initiation of an annexation, and certification of an Environmental Impact Report.
Other: The Carleton Acres Phase 1 Tentative Subdivision Map No. 5590 was approved by the Planning Commission on September 11th, 2023.
