Department Recommendation:  It is recommended that the Visalia City Council reappoint Charles Mayer as the Visalia representative on the Tulare Mosquito Abatement District Board of Trustees.

Summary:

The term of Visalia’s representative on the Tulare Mosquito Abatement District Board of Trustees is set to expire on June 30, 2026, requiring City Council action to fill the appointment for the next two-year term. Charles Mayer, who resides within the Tulare Mosquito Abatement District boundaries and currently serves as Visalia’s representative, has been recommended for reappointment by the Tulare Mosquito Abatement District Board and has expressed his willingness to continue serving through June 30, 2028. City staff is requesting City Council’s consideration of his reappointment.

Background Discussion:

The Tulare Mosquito Abatement District is a political subdivision of the State of California that monitors, inspects, abates, and otherwise controls insects which carry transmittable diseases. This District is similar to Delta Vector Control District, which serves most of Visalia. The Tulare District encompasses a small portion of Southern Visalia, primarily between Demaree and Ben Maddox, south of Caldwell (map attached).

The Tulare Mosquito Abatement District has represented this small portion of Visalia for decades and they are required to have a representative from Visalia that lives in the Tulare Mosquito Abatement District.  The Tulare Mosquito Abatement District is recommending Charles Mayer, who lives in the district and is willing to be reappointed to serve another term as the City of Visalia representative.
