Department Recommendation:
Staff recommends that the City Manager award an annual contract for the supply & delivery of Sodium Hypochlorite and Citric Acid for the Water Reclamation Facility (WRF) to Brenntag Pacific, Inc. of Santa Fe Springs, Ca. The annual contract value is not to exceed $125,000.00 per year and will be an annual contract that may be renewed for four (4) consecutive, one (1) year periods upon mutually agreed upon terms. There is the potential for an annual CIP increase included in the contract.
Background Discussion:
The membrane bio-reactor (MBR) process at the Water Reclamation Facility (WRF) produces a very high quality recycled water that is used in a variety of ways. In order to keep the MBR functioning, routine cleaning of the filter modules must be performed. Sodium Hypochlorite and Citric Acid are used during the cleaning process. The current contract for these products had reached the five (5) year limit, therefore re-bidding the contract was required. The RBF was based on the amount of product currently being used at the WRF, and on April 14, 2022, four (4) bids were received by Purchasing, with the results summarized below.

Brenntag Pacific, Inc submitted the lowest qualified bid, and it is staff’s recommendation they be awarded the contract. Brenntag Pacific, Inc has been the City’s supplier for Sodium Hypochlorite and Citric Acid for the last 5 years and staff has not had any issues with them. The bid amount is based on current usage, therefore the not to exceed amount was increased slightly to cover any increases that may occur.
Fiscal Impact:
Funding for these materials is budgeted within the Wastewater Treatment Plant Enterprise Fund operating budget (4332-54450)
