Department Recommendation:
Staff recommends that the City Council:
1. Authorize the City Manager to award a contract with Truxell & Valentino Landscape Development, Inc. for RFB 22-23-26 Construction for the Houston Roundabout Landscaping Project (2520-72000/CP0307-999) in the amount of $298,450; and
2. Approve an appropriation of $145,000 from the Transportation Impact Fund (241) to this project, CP0307.
Background Discussion:
The project was established as a beautification and safety project for the Houston Roundabout which currently has limited landscaping within the center. The scope of work for the Houston Roundabout Landscaping project includes grading and earthwork of the site, irrigation improvement, planting improvements, and installation of concrete curb and rip-rap city staff maintenance path. The purpose behind the development of this project is to enhance the aesthetics of the area by creating a beautified focal point and enhance safety by breaking headlight glare through the roundabout of oncoming vehicles. The landscaping would also enhance safety through indirectly lowering vehicle speeds by reducing excess sight distance and discouraging pedestrian traffic through the roundabout island.
This roundabout landscaping project includes more involved work to accommodate an equipment maintenance path, deter pedestrian traffic, and to mitigate oncoming traffic glare. The project features a rip-rap lined maintenance path for City maintenance staff to access existing storm drain and sewer utilities, concrete retaining curbs lining the maintenance path, strategically placed rip-rap to deter pedestrian traffic around the perimeter of the roundabout, and strategically placed boulders to mitigate oncoming traffic glare; these last features enhancing traffic safety through the roundabout.
The current schedule for this project estimates upon award construction would begin in June 2023 with approximately one month of construction, and final inspections and project closeout in August 2023. While City staff has noted that there will be summer heat experienced in the month of June and July during planting and construction, the plant type selected for this landscaping are drought tolerant and should fare better in drier and heat impacted conditions. Additionally the contractor is held to a maintenance warranty period as stated in our standard landscape and irrigation specifications which is stated as one year and, as also stated in the contract documents, it is the responsibility of the contractor to determine if conditions are suitable for planting or if not proposing a solution for more suitable planting conditions (such as re-scheduling for more accommodating weather). See below for the project schedule.
The construction of this project will follow the completion of a current project installing 80 linear feet of storm drain line for future connection. The Houston Roundabout Storm drain installation is set to begin construction in May 2023. It was determined by City staff to install the portion of storm drain line in the roundabout for future connection prior to the construction of the landscaping project through coordination efforts to prevent impacts to the landscaping installation and project completion.

Bidding Process:
The City of Visalia issued a formal Request for Bids (RFB) to solicit construction services for the RFB 22-23-26 and on March 14, 2023 city staff received five (5) bid proposals that were submitted to the request for bids. One bid was withdrawn due to math errors. Bid proposals were received from the following contractors:

The low bidder is Truxell & Valentino Landscape with a verified complete proposal. Bids have been reviewed, references have been verified, and staff has conducted background references and has concluded the contractor is capable of the performing the work for the project.

Bid proposals for construction have come in higher than previously estimated construction costs due to the continuing increase in construction costs. Bid proposals were all within 15% of one another thus reflecting competitive bids received. When evaluating bid unit costs to estimated costs, construction costs increases are reflected on each item. Additionally, when comparing this project to the landscaping component of the Santa Fe Avenue and Tulare Avenue roundabout constructed in 2020, this project has approximately a 50% higher cost. This roundabout’s overall design scheme is similar to the Santa Fe and Tulare Roundabout. However, the higher cost can be accounted for construction cost increases over the past 3 years in addition to this roundabout’s design having a more robust and involved scope of work.
Due to the above-identified budget deficit, staff recommends an additional appropriation of $145,000.00 for the completion of this project. Any remaining funds allocated towards this project will be returned to the funding source upon project completion.
