Department Recommendation:
Staff requests City Council authorize the City Manager to file a Notice of Completion for the Visalia Parkway Widening at Mooney Boulevard Improvement Project.
Background Discussion:
The Visalia Parkway Widening at Mooney Boulevard Improvement project constructed the roadway improvements to Visalia Parkway at Mooney Boulevard which included the modification of the existing traffic signal at the intersection and improvement to Mooney Boulevard. The project constructed Visalia Parkway to its ultimate width for an arterial roadway, matching the roadway improvements constructed by the two commercial development projects that were constructed concurrently at the southeast and southwest corners of this intersection.
The modifications to the existing traffic signal at Visalia Parkway and Mooney Boulevard provided two lanes of travel in each direction as well as dual left turns within Visalia Parkway at Mooney Boulevard. The roadway improvements made to Mooney Boulevard provided a dedicated right-turn lane for the northbound traffic. The commercial development at the southwest corner of this intersection also constructed Visalia Parkway along their project frontage west of Mooney Boulevard. The commercial development at the southeast corner of this intersection extended Visalia Parkway easterly beyond the City’s project limits along the commercial development frontage. These three projects were coordinated through the design and construction phases to ensure all the work blended together.
The original construction contract was awarded to Avison Construction in the amount of $1,804,237.00. The final construction cost included a construction change for a total project construction cost of 1,829,905.95. The total construction change orders amounted to $25,128.95 or 1.39%. The following is a breakdown of the construction change order.

Balance of Quantities:
The total quantity of hot mix asphalt placed by the contractor increased by an additional 6.13 tons and the additional quantity was paid at the contract unit price for hot mix asphalt.
Unforseen Conditions:
The contractor discovered an existing 18” storm drainpipe during the construction process and this 18” storm drainpipe was realigned to connect to a new storm drain inlet located at the northeast corner of Visalia Parkway and Mooney Boulevard.
Owner Directed Change in Scope:
The commercial development at the southeast corner of Visalia Parkway and Mooney constructed the required improvements to Visalia Parkway east of the City’s limits of work at the same time as the City’s contractor was constructing the adjacent roadway improvements, so the City removed the temporary roadway transition from the City contractor’s scope of work. This resulted in a credit to the project due to the removal of the construction of a roadway transition. Added work was needed to modify existing manholes, additional nighttime work, construction of a transition of Visalia Parkway west of Mooney Boulevard with additional traffic control as well as additional striping, and the replacement of sidewalk to construct an ADA compliant pedestrian ramp.

The Visalia Parkway Widening at Mooney Boulevard Improvement Project (CP0408) is funded by multiple sources and the budget summary is shown below.

Prior Council Action:
November 11, 2022, Authorize the City manager to award the construction contract for the widening of the intersection of Visalia Parkway at Mooney Boulevard to Avison Construction of Madera, CA in the amount of $1,804,777.
July 20, 2020, Authorize the City Manager to award a professional design services contract to 4Creeks, Inc. for the design of the traffic signal improvements and roadway improvements for the Visalia Parkway at Mooney (SR-63) in the amount of $139,945.
