Department Recommendation:
Staff recommends that the City Council authorize the filing of a Notice of Completion for the Network Fiber Connectivity at the Visalia Animal Care Center, CP0768, and appropriate an additional $27,000 from the American Rescue Plan Act (ARPA) Fund.
Background Discussion:
The project expanded the City’s existing fiber optic infrastructure to the Visalia Animal Care Center to provide reliable network connectivity to the City’s computer network resources. The Visalia Animal Care Center has been using a wireless microwave point to point connection since its construction in 2015. This connection has been unreliable, requiring frequent repairs impacting computer, internet, phone and day to day operations.

The final cost of the construction contract including change orders is $148,294.92. Only one Change Order was processed in the amount to $2,794.92. Below is a summary of the contract change:

During the project construction staff worked closely with the Information Services (IS) department to assist with the connection tie-in point. Through field investigation it was discovered that the fiber cable, originally thought to be 12-strand, was 24-strand due to an emergency repair. This additional field investigation into the 24-strand cable helped establish a secure connection from the Animal Care Center to the Airport Terminal. The change order covered extra work for splicing additional fiber wires.
Fiscal Impact:
This project was federally funded using the American Rescue Plan Act (ARPA).
The final cost of the construction contract including change orders and staff time is $148,294.92 with only one change order processed in the amount to $2,794.92.
Staff recommends the additional appropriation of $27,000 from ARPA fund balance to cover staff costs associated with the project to include design, construction management, inspection, and survey. City staff costs were not initially accounted for in the project budget.
Prior Council Action:
September 16th, 2024: City Council authorized the City Manager to enter into a contract with County Line Resources for RFB-23-24-34 for the Network Fiber Connectivity at Visalia Animal Care Center in the amount of $145,500.
