Department Recommendation:
Authorize the City Manager to award a sole source contract for the replacement of factory correct Ultraviolet (UV) System components at the Water Reclamation Facility (WRF) to Veolia WTS Services for a not-to-exceed amount of $120,000. This is a one (1) year contract that may be renewed for four (4) consecutive one (1) year periods.
Background Discussion:
One of the key elements in the upgrade project at the Water Reclamation Facility (WRF) was to decommission the trickling filters and convert the activated sludge facilities to a new membrane bioreactor (MBR) process. The MBR effluent is then treated to California Administrative Code Title 22 disinfection requirements for unrestricted reuse, and then may be utilized for irrigation of parks and appropriate agricultural crops within and surrounding the City. The selected disinfection process to produce recycled water was Ultraviolet (UV) disinfection, and the equipment purchased was the Ozonia Aquaray HO VLS UV Disinfection System. This system was constructed downstream of the MBR system and provides reliable and consistent disinfection to the MBR effluent. The UV installation consists of two open channels to treat initial flows of 18 MGD. Each channel is loaded with 6 UV banks, and each bank consists of 2 modules that contain 36 lamps and various appurtenances.
The WRF has a stringent maintenance plan in place to ensure that the disinfection of the final effluent meets the required permit levels, and that the UV process stays in compliance with the Operation Plan approved in the Waste Discharge Requirements (WDR) for the WRF issued by the Central Valley Regional Water Quality Board. The WDR states “The UV lamps must be maintained below the maximum value of 16,000 hours of operation” and “No equivalents or substitutions will be accepted without DDW and Central Valley Water Board Executive Officer approval of equivalent disinfection performance”. This includes, but is not limited to, the replacement of UV bulbs, ballasts, wipers, quartz sleeves and electrical parts.
As manufacturer parts are required, and Veolia WTS Services are the distributor/supplier of Ozonia Aquarary UV Systems, staff is requesting a sole source contract be awarded for a not to exceed amount of $120,000.
Fiscal Impact:
The replacement parts will be paid for out of the UV Disinfection Overhaul Capital Improvement Project (CP0441), which has an annual budget of $120,000 within the Wastewater Fund 431.
