Department Recommendation:

Staff requests City Council authorize the City Manager to award a design contract with 4Creeks, Inc. for the design of the Giddings Street Culvert Replacement Project for $260,700; appropriate $50,000 from the Wastewater Fund and appropriate $250,000 from the SB1 Road Maintenance and Rehabilitation Fund.   

 

Background Discussion:

The existing culvert within Giddings Street between Main Street and Mineral King Avenue was constructed in the 1910s.  The culvert has been in service for over 100 years, and it is in need of replacement.  City staff visually inspected the existing concrete culvert and observed visible cracking within the concrete culvert and settlement within the pavement in Giddings Street.  City staff hired a structural engineer to conduct a visual inspection of the existing culvert in October of 2024.  The structural engineer’s recommendation is to replace the existing culvert with a new culvert as soon as possible due to the cracks within the structure, exposed reinforcement, and the overall age of the culvert. 

 

Replacing the culvert will require the relocation of multiple utilities, including relocating an existing 10” sanitary sewer main that crosses from north to south through the existing culvert. City staff will coordinate with the impacted utility companies to relocate the effected utilities as soon as possible.

 

The proposed schedule for the replacement of the culvert is to perform the work between August and November 2025 when Mill Creek typically does not have water flowing. According to the Kaweah Delta Water Conservation District (KDWCD), under normal conditions, Mill Creek is dry by the end of August, with irrigation flows ending sooner (in June or July) in dry years and later (in September) in wet years. The schedule shown below identifies the various steps needed to meet the proposed project timeline.

By awarding the construction contract in July, the City will be able to start construction as soon as the creek dries up. This will provide a contractor up to five months to remove and replace the existing culvert.  The advertisement and award of the construction project will take three months which means the design will need to be completed by May 2025.  To meet this schedule, staff solicited design proposals from three local consulting firms that are qualified to perform the design of a new culvert. Each of these consulting firms are currently working on other capital projects for the City. The three firms were Lars Andersen & Associates Inc., Provost & Pritchard Consulting Group, and 4Creeks, Inc. Provost & Pritchard Consulting Group responded declining to provide a proposal. The pre-qualified consulting firms were evaluated on proposal thoroughness, knowledge of the project and process, and ability to meet the project schedule.  City staff evaluated proposals from Lars Andersen & Associates Inc. and 4Creeks Inc. and 4Creeks Inc. was selected based on the above listed criteria.

 

Following normal procurement policies from design to construction on a project of this magnitude would most likely take 14-18 months. The design procurement process discussed above was required due to the immediate nature of the replacement needed for this specific culvert and the short construction window when the creek is dry.     

 

Staff will have to work with the design consultant and environmental permitting agencies to try to expedite or waive normal permitting timelines so the culvert can be reconstructed as soon as possible. This timeline is dependent on getting waivers on normal timelines and is subject to change.   

 

Fiscal Impact:

The Gidding Street Culvert Replacement Project is to be funded by the Wastewater Fund and the SB1 Road Maintenance and Rehabilitation Fund. The table below is a breakdown of the overall project budget.

The construction funding will be addressed prior to or with the award of the construction contract. 

 

The Wastewater Fund will fund the component of the project to relocate the existing sewer main. As the culvert is related to the street, the SB1 Road Maintenance Fund or other Street Funds will fund the replacement of the culvert and associated road improvements.
