Department Recommendation:
Approve the Citizens Advisory Committee’s recommendation to appoint William Mann and Julie Appelbaum as voting members of the Citizens Advisory Committee. William Mann will be appointed to serve the remainder of the vacancy set to expire in June, 2024. Julie Appelbaum will be appointed to the unexpired term set to expire in June, 2025. Because both will serve less than half a full term during their first terms, they would be eligible to serve the partial term plus up to three full terms, should the Council choose to appoint them to additional terms.
Summary:
The Citizens Advisory Committee (CAC) consists of eleven (11) members. There are currently four (4) vacancies on the committee. If these appointments are approved by Council, William Mann and Julie Appelbaum will fill vacancies for the term that will expire in June 2024 and 2025 respectively, at which time they will be eligible to be reappointed to their first full term. If appointed, Julie Appelbaum and William Mann would fill terms vacated by Kellie Pierce and Charles Garza.
Background Discussion:
The CAC meets monthly for a variety of purposes including:
• Annually review the City’s use of the Measure T Public Safety Sales Tax commenting on the City Manager’s certified budget and the outside auditor’s review of monies spent.
• Provide two (2) members to sit on the Measure N Oversight Committee.
• Annually conduct a public opinion survey of residents’ satisfaction with City Services.
• Provide training, review, and recommendations to Council for the distribution of non-profit youth grants.
• Provide input on the City’s use of Community Development Block Grants (CDBG) and other programs from Housing and Urban Development (HUD).
• Provide Council feedback on an annual basis with regards to proposed new and/or increased fees and rates.
If the recommended appointment of Julie Appelbaum and William Mann is approved by Council, the eleven (11) member committee will be made up of the following members:

Applicants:
Julie Appelbaum Has been a Visalia resident for 33 years and has worked primarily in the field of education. She also worked for Tulare County Mental Health Services. Julie is currently retired.
William Mann is a 42-year resident of Visalia and is currently retired. He was a member of the first Leadership Visalia in 1987 and has worked in management at several Visalia businesses. William previously served on the Civic Work Transportation Committee.
