Department Recommendation:
Staff recommends that the City Council authorize the City Manager to award the contract to County Line Resources for RFB 23-24-15 for the Fiber Connectivity at Visalia Animal Care Center in the amount of $145,500.
Background Discussion:
This project will expand the City’s existing fiber optic infrastructure to the Visalia Animal Care Center to provide reliable network connectivity to the City’s computer network resources.
The Visalia Animal Care Center has been using a wireless microwave point to point connection since its construction in 2015. This connection has been unreliable and requires frequent repairs which impacts computer, internet, phone and day to day operations.
Bidding Process:
Staff advertised RFB-23-24-34 for the Network Fiber Connectivity at Visalia Animal Care Center in the Visalia Times Delta on 8/14/24 and 8/20/24, mailed notices to 53 Contractors and advertised on BidNetDirect. The following companies responded with the following bids:

The Federal Funds being utilized for this project are American Rescue Plan Act Funds (ARPA). All Federal procurement requirements provided in 2 CFR 200 shall be in effect. Total cost of the project is $145,500.00
