Department Recommendation:
Staff recommends that City Council authorize the recordation of the final parcel map for Tentative Parcel Map No. 2022-04.
Background Discussion:
Tentative Parcel Map No. 2022-04 is subdividing 2.81-acres of R-1-5 (Single-Family Residential 5,000 square foot minimum site area) zoned property into three parcels. The project site is partially developed with three single-family homes as well as a workshop. The site is bounded by East Houston Avenue to the north and East Roosevelt Avenue to the south. The existing residential structures will remain on Parcel 1 as shown on the tentative parcel map with which has a lot area of 69,475 square feet. Parcel 1 will front Houston Avenue to the north while Parcels 2 and 3 will front Roosevelt Avenue to the south. Parcels 2 and 3 will each be 24,274 square feet in area.
The site is currently improved with curb, gutter, and sidewalk along Houston Avenue, but remains unimproved along Roosevelt Avenue. Future development of Parcels 2 and 3 will require new sidewalks and parkway landscaping along Roosevelt Avenue. The site currently has one drive approach along the Houston Avenue frontage, but there are no existing approaches along Roosevelt Avenue. A 20-foot dedication of right-of-way along the south side of the property fronting Roosevelt Avenue is part of the parcel map. This 20-foot dedication will accommodate future street widening to an ultimate width of 60 feet to be provided as part of future development along with a new sidewalk, parkway landscaping, and drive approaches along Roosevelt Avenue.
Pursuant to Title 16 (Subdivisions) of the Visalia Municipal Code, the City’s authorization to record the final parcel map is a ministerial action. Specifically, Section 16.24.080 limits the City Council’s action to the specific determination that the final parcel map conforms substantially to the contents of the tentative map, Chapter 16, and the Subdivision Map Act, and provides in pertinent part that “if the Council determines that the map is in conformity with the requirements of this Chapter, the Council shall approve the map (emphasis added).” Disapproval based upon any other reasons would be outside the authority of the Council for this particular action. The Council may reject any and all offers of dedication in the final parcel map pursuant to Section 16.24.080 and require that the City Engineer so indicate on the map, however staff’s recommendation is that the City Council authorize recordation of the final parcel map and accept all offers of dedication as previously described in this report.
Fiscal Impact:
The recording of this final parcel map will have no fiscal impact. There are no shared landscapes or lighting improvements, or open space areas associated with the final map.
