Department Recommendation:
Authorize the City Manager to execute an agreement between the City of Visalia and the City of Farmersville for the purpose of providing animal shelter services, animal control and animal licensing, and make any additional modifications to this draft agreement, for a 1 year period at a rate of $211,700 with four 1-year renewal options, for a maximum of 5 years totaling $1,058,500.
Background Discussion:
In 2016, the City of Visalia took over operation of the Visalia Animal Care Center (VACC). In 2018 entered into a 10-year contract to continue providing shelter services to the City of Farmersville. This agreement allowed for the continued use of the VACC by the City of Farmersville for the shelter of animals and the City’s Animal Control Officers and provided $73,865 in annual revenue for the Animal Services enterprise fund.
The 2018 contract allowed for changes to the fee, however this annual adjustment was never done. A recent analysis of this contract has shown the need to increase the amount being charged for the services that the City of Visalia is providing. This is due to the original contract being underpriced, and not adequately accounting for inflation and increased operational costs. Correction of this situation has required the existing contract to be ended and a new contract negotiated. This new agreement, for an annual fee of $211,700 more accurately captures the cost of the services being provided which include licensing, animal control and sheltering of animals. This is a 1-year agreement with four available 1-year renewals for a maximum of 5 years of animal services being provided to the City of Farmersville. This rate is based on the City of Farmersville bringing in a maximum of 300 animals at a charge of $315 per animal for a total of $94,500. Also included is the cost of supporting the City of Farmersville billing and licensing at $34,600 and the animal control for $82,600 for an overall total of $211,700.
This contract increase is projected to cover increased prices in food, vaccines, medications, veterinary care, cleaning supplies and other shelter necessities which were not taken into account with the original contract. This rate ensures that Farmersville pays for their proportionate share of the animal services’ operating cost and animal control services. The proposed contract has been renegotiated with the City of Farmersville and the updated contract parameters and fees for service have been agreed upon to be in line with the cost of services provided.
Fiscal Impact:
Approval of the new contract will result in $211,700 in annual revenue to the Animal Services Enterprise Fund which represents and annual increase of $137,835.
