Department Recommendation:

Staff recommends City Council authorization to file a Notice of Completion for Riggin Avenue Widening & Improvements (Akers to Demaree).

 

Background Discussion:

On December 5th, 2022, the City Council authorized the City Manager to award the construction contract for RFB 22-23-19, Riggin Widening & Improvements (Akers to Demaree) to Agee Construction Corporation in the amount of $4,059,548.45. The project widened the existing roadway to four lanes and added buffered bike lanes, sidewalk, bus turnouts, landscaped medians, and fire hydrants. Construction started April 17th, 2023.

The project has been completed and the final total construction cost was $3,913,992.07, which is 3.59% below the original contract price.

There was a total of three (3) change orders approved for the Riggin Avenue Widening Project. Each of the change orders was reviewed by the City of Visalia Change Order Committee. The change orders consisted of multiple items that were individually evaluated by the committee.

The Change Order Committee is a group of non-appointed technical staff without direct involvement with the project submitted for review. The committee is an informal committee that reviews the contract change order request for completeness, accuracy, constructability, objectivity, consistency, and overall insight. 

 

The following is a breakdown of the change order items by category:

 

Errors and Omissions

The demo and installation of survey monuments was missed during the development of the project specifications, resulting in no language for payment. An E&O change order was processed for the missing item.

Additional pavement grinding was required on the south side of Riggin between Linwood and Kayenta to address design drainage/grading transition issues between the existing roadway and the new section.

 

Utilities

There were three (3) change order items due to utility conflicts:

Firstly, a shallow abandoned AT&T conduit was discovered on the north side of Riggin between Kayenta and Bollinger in conflict with the new road structural section and had to be removed.

Secondly, the new drainage inlets on the north side of Riggin between Kayenta and Linwood had to be modified to avoid conflict with an existing water main.

Thirdly, the Modoc Ditch inlet structure at the southeast corner of Riggin and Crenshaw required modification in order to avoid two existing gas lines and an existing water line.

 

Balance of Quantities

The following bid items required a Balance of Quantities. Balance of Quantities items are changes based on final material quantities actually constructed or installed with the project:

These changes resulted in a net decrease in the project cost.

 

Unforeseen Conditions

There were three (3) change order items due to unforeseen conditions:

In phase 2, on the south side of Riggin, an existing storm drain manhole cone was discovered in conflict with the Full Depth Reclamation grade and needed to be replaced with a flat top.

The existing 24” irrigation pipeline for Modoc Ditch just east of Crenshaw slated for removal was encased in concrete, which was unforeseen. This resulted in a Removal and Disposal of Buried Man-Made Objects change order.

Due to standing water in the storm drain system thanks to use of Modoc Basin for groundwater recharge, the contractor was directed to pour a new storm drain manhole around the existing 30” storm drain and to open the 30” SD to allow water to flow at a later date. Opening the pipe at a later date required remobilization.

 

Owner Directed Change of Scope

Change order items related to an owner directed change of scope included changing the canal gate type within the Modoc Ditch inlet structure at the request of the ditch company, expanding the limits of pavement rehabilitation, and a number of value engineering (cost saving) scope changes.

Cost saving change of scope items included reducing the number of construction notification signs, converting the local street intersections from conventional aggregate base to full depth reclamation, switching from Warm Mix Asphalt (for winter construction) to Hot Mix Asphalt, and changing the type of Fiber Optic Pull Box.

 

Fiscal Impact:

The Riggin Avenue Widening & Improvements (Akers to Demaree) project was funded by the Measure R Regional Fund (133). Below is the budget summary.

Current estimates indicate there will be a surplus of funds in CP0397. Once the close-out process is complete, any excess Measure R Regional funds will be returned to the fund.

 

Prior Council Action:

December 5th, 2022 - Authorized the City Manager to award the construction contract to Agee Construction Corporation in the amount of $4,059,548.45 for Riggin Avenue Widening & Improvements (Akers to Demaree) and transfer $1.6M of Measure R Regional Funds to CP0397 from the CIPs identified in the staff report.

 

August 15th, 2022 - Authorized the City Manager to approve payment to California Water Service in the amount of $155,731 for the installation of six fire hydrants and one irrigation service along Riggin Ave between Akers St and Demaree St.
