Department Recommendation: Staff recommend that the City Council authorize the filing of a notice of completion for the Whitendale Park shade structure design and installation services project with Bakersfield Paving, Inc.
Summary:
The scope of work included the design and installation of a freestanding shade structure. The contract was awarded to Bakersfield Paving Inc. at the April 15, 2024, City Council Meeting in the amount of $119,704.19.
Background Discussion:
On March 12 and March 19, 2024, the City solicited bids by advertising in the Visalia Times-Delta and posting the Request for Proposals (RFP) on Bid-Net. The City also emailed RFP notices to contractors on the City’s construction projects list to participate in this bid process.
Two mandatory pre-bid meetings were held on March 27 and March 28, 2024, at Whitendale Park, attended by several contractors. During these meetings, staff reviewed the bid specifications, discussed the mandatory requirements established by the California Department of Industrial Relations, and addressed questions from contractors. Additional questions were submitted by contractors following the meetings, which staff carefully reviewed and responded to in a separate addendum.
On April 11, 2024, the City received three proposals from three proposers. A selection committee was formed and convened on April 30, 2024. The committee conducted a two-part review of the proposals. In the first phase, proposals were evaluated against the design criteria established in RFP #23-24-12E. The committee determined that the proposals submitted by Bakersfield Paving Inc. and Zoom Recreation represented the top two designs and met the RFP’s design criteria. Staff then submitted the results to the purchasing division, and the sealed cost proposals were released to the selection committee for review.
The committee reconvened on May 8, 2024, to review the cost proposals and concluded that the Bakersfield Paving Inc. submission met the requirements of RFP #23-24-12E and the needs of the community.
Fiscal Impact: The fiscal impact for the Whitendale Park shade structure design and installation services project is included in the American Rescue Plan Act (ARPA) funding. A total of $3,900,000.00 was budgeted for park improvements in fund 388 (Project No. 3880-72000/CP0763-999). There have been no change orders associated with the Whitendale Park project.
