Staff recommend that the City Council authorize the filing of a notice of completion for the Stonebrook Park shade structure design and installation services project with Bakersfield Paving, Inc.
Background Discussion:
On March 12 and March 19, 2024, the City solicited bids by advertising in the Visalia Times-Delta and posting the request for proposals (RFP) on Bid-Net. The City also emailed RFP notices to contractors on the City’s construction projects list to participate in this bid process.
Two mandatory pre-bid meetings were held on March 27 and March 28, 2024, at Stonebrook Park, attended by several contractors. During these meetings, staff reviewed the bid specifications, discussed the mandatory requirements established by the California Department of Industrial Relations, and addressed questions from contractors. Additional questions were submitted by contractors following the meetings, which staff carefully reviewed and responded to in a separate addendum.
On April 11, 2024, the City received one proposal from Bakersfield Paving Inc. A selection committee was formed and met on April 30, 2024.
The selection committee conducted a two-part review of the designs. In the first phase, proposals were evaluated against the design criteria established in RFP #23-24-12F. The committee determined that the proposal submitted by Bakersfield Paving Inc. met the RFP’s design criteria. Staff then submitted the results to the Purchasing Division, and the sealed cost proposal was released to the selection committee for review.
The committee reconvened on May 8, 2024, to evaluate the cost proposal and concluded that the Bakersfield Paving Inc. submission met the requirements of RFP #23-24-12F and the needs of the community.
Fiscal Impact: The fiscal impact for the Stonebrook Park shade structure design and installation services project was part of the American Rescue Plan Act (ARPA), of which $3,900,000.00 was budgeted for park improvements in Fund 388 (Project No. 3880-72000/CP0763-999). There were no change orders for the Stonebrook Park Project.
