Department Recommendation: Staff recommends that the City Council authorize the filing of a notice of completion for the Riggin Avenue Widening project from Mooney Boulevard to Conyer Street.

 

Summary:

This project included reconfiguring Riggin Avenue from Mooney Boulevard to Conyer Street. The improvements expanded the roadway from a two-lane facility to a four-lane divided roadway, enhancing both vehicle capacity and multimodal connectivity. Additional improvements included a protected intersection at Giddings Street, a frontage road, and Class IV protected bicycle lanes along portions of the corridor.

 

Background Discussion:

The Riggin Avenue widening project reconfigured Riggin Avenue between Mooney Boulevard and Conyer Street from a two-lane roadway to a four-lane divided arterial to increase east-west vehicle capacity and improve traffic operations in support of continued development within the surrounding area. As part of the project, the City constructed a frontage road to improve access and safety for adjacent residents, implemented a protected intersection at Giddings Street to enhance safety for pedestrians and bicyclists, and installed Class IV protected bicycle facilities along portions of the corridor to improve multimodal connectivity.

 

The project was originally advertised for construction bids on April 22, 2024, with bids opened on June 12, 2024. Following the bid opening and evaluation of submitted proposals, the construction contract was awarded to the lowest responsive and responsible bidder on August 5, 2024.

 

The project was issued an initial notice to proceed on October 23, 2024 to order all long lead time items as in accordance with project specifications. Due to item delays, the project was issued a final notice to proceed on February 3, 2025. Due to project pauses, equipment and weather delays during the official project timeline, all construction ended in April of 2026.

 

Change Orders:

The final cost of the construction contract including change orders is $6,709,650.02. A total of 10 change orders were processed totaling $229,650.02. Below is the summary of the contract changes:

Balance of Quantities (BQ)

Balance of quantity adjustments were processed to reconcile final constructed quantities with bid quantities. These adjustments included increases and decreases to pavement removal, storm drain improvements, curb and gutter, sidewalk, stamped concrete, pavement rehabilitation, striping, fencing, irrigation, and various traffic control and electrical items based on final field measurements and completed construction quantities.

 

Unforeseen (UN)

Change orders were processed to address unforeseen field conditions encountered during construction, including the discovery of undocumented storm drain infrastructure, additional storm drain improvements required to maintain project functionality, removal of unexpectedly hard recycled base materials, trench repair modifications, and grading adjustments necessary to achieve design elevations.

 

Change of Scope (CofS)

Change orders were processed to implement City-directed scope modifications and design refinements. These changes included redesign of the frontage road drainage system, installation of additional drainage infrastructure to address localized flooding concerns, directional boring for irrigation facilities to avoid impacting existing infrastructure, traffic signal modifications resulting from equipment procurement delays, and revisions to pedestrian push button and vehicle detection systems at the Giddings Street intersection.

 

Fiscal Impact:

The Riggin Ave Widening project Mooney Blvd to Conyer St is funded, using Highway Improvement Program (HIP) grant funds thru the Federal Highway Administration (FHWA), Measure R Regional (133) Funds from Tulare County Association of Governments (TCAG) and Traffic Impact Fee (241). See below the project funding breakdown.

The Highway Improvement Program funds were fully expended. The remaining balance shown in the above table consists of funds from the Measure R Regional and the TIF fund. Any remaining funds will be returned to their respective funds.

 

Prior Council Action:

August 5, 2024

Authorized the City Manager to award the construction contract with Cen-Cal Construction for Riggin Avenue Widening Mooney Boulevard to Conyer St. in the amount of $6,480,000 and authorized the transfer of Measure R Regional funds, appropriation of additional Transportation Impact Fees and Measure R Regional funds and authorize the amendment to the measure R supplemental Agreement.

 

February 21, 2023

Authorized the City Manager to proceed with the design and construction of a bicycle Protected Intersection at the Riggin Avenue and Giddings Street associated with the Riggin Widening Project Mooney Blvd. to Conyer St and for staff to develop guidelines that evaluate these intersections treatments at future locations on a case by case basis and to proceed with implementation.

 

December 5, 2022

Authorized the City Manager to approve payment to California Water Service in the amount of $150,259.00 for the installation of five fire hydrants and two irrigation services as part of the Riggin Widening project between Mooney Blvd to Conyer St and appropriated and additional $85,000 in Highway Infrastructure Program (HIP) funds.

 

September 19, 2022

Authorized the City Manager to execute the Southern California Edison (SCE) Joint Use Agreement (JUA) and adopted Resolution 2022-52 for the Riggin Widening project between Mooney Blvd to Conyer Street.
