Department Recommendation:
Staff recommends that the City Council authorize the recordation of the final parcel map for Tentative Parcel Map No. 2023-05, located on the south side of West Glendale Avenue between North Dinuba Boulevard and future North Santa Fe Street.
Background Discussion:
Tentative Parcel Map No. 2023-05 is a request to subdivide a 16.03-acre parcel into four (4) parcels all of which are currently undeveloped. The parcel map dedicates to the City Court Street and Glendale Avenue in fee and provides an Irrevocable Offer of Dedication (IOD) for Santa Fe Street. All frontage improvements have been deferred to future development. The project is consistent with Tentative Parcel Map No. 2023-05 approved by the Planning Commission on May 22, 2023.
Parcels outlined in the subject parcel map are within C-MU (Commercial Mixed Use), R-M-2 (Multi-Family Residential 3,000 square feet per unit) and R-M-3 (Multi-Family Residential 1,500 square feet per unit) zoning. Currently, Parcel 2 is being developed with the Navigation Center facility, while proposed Parcel 3 is an 80-unit multi-family development by Self-Helf Enterprises that has received a revise and proceed from the Site Plan Review Committee. The other two parcels, Parcels 1 and 4, have not been proposed for any development at this time.
Pursuant to Title 16 (Subdivisions) of the Visalia Municipal Code, the City’s authorization to record the final parcel map is a ministerial action. Specifically, Section 16.24.080 limits the City Council’s action to the specific determination that the final parcel map conforms substantially to the contents of the tentative map, Chapter 16, and the Subdivision Map Act, and provides in pertinent part that “if the Council determines that the map is in conformity with the requirements of this Chapter, the Council shall approve the map.” Disapproval based upon any other reasons would be outside the authority of the Council for this particular action. The Council may reject any and all offers of dedication in the final parcel map pursuant to Section 16.24.080 and require that the City Engineer so indicate on the map; however, staff’s recommendation is that the City Council authorize recordation of the final parcel map and accept all offers of dedication as previously described in this report.
