Department Recommendation:
Staff recommends that the City Council authorize the filing of a Notice of Completion for the resurface basketball courts at Village Park.
Summary:
The scope of work included the removal of the old concrete basketball courts and basketball standards and installation of new concrete basketball courts and new basketball standards. The contract was awarded to Juarez Brothers General Engineering INC. at the November 18, 2024, City Council Meeting in the amount of $152,765.00.
Background:
On September 12, 2024, and September 17, 2024, the City solicited bids by advertising in the Visalia Times Delta and the RFB was posted on Bid-Net. The City also emailed the RFB notices to contractors who have requested to be on our construction projects list to participate in this bid process.
On September 24, 2024, one pre-bid meeting was held at Village Park. Several contractors attended the pre-bid meeting. During the pre-bid meeting, staff reviewed the bid specifications, reviewed the mandatory requirements imposed by the State of California Department of Industrial Relations, and answered any questions.
Staff received several questions from contractors where staff carefully reviewed and answered them in a separate addendum.
On October 14, 2024, the City received bids from eight (8) contractors. Juarez Brothers General Engineering Inc. of Madera, CA. was the qualified low bidder for the resurface basketball courts at Village Park.
Fiscal Impact:
The total construction cost of $152,765.00 is funded by the ARPA Fund 642 (Project No. 6420-72000/CP0499-999). There were no change orders for the project.

Prior Council Action: November 18, 2024 - Council authorized the City Manager to award and enter into a construction contract with Juarez Brothers General Engineering INC. for the removal of the existing concrete basketball courts and basketball standards, and installation of new concrete basketball courts and basketball standards.
